Throughout 2024, 2025 and 2026, UAOnline is being updated with a new look and feel. A new interface for Effort Certification will be implemented August 31, 2026.
The new effort reporting process will take effect for the summer semester reporting period. A notification will be sent to all employees who have been paid on restricted funds, including hourly employees, on August 31, 2026, with a link directly to the effort certification in UAOnline. Reports need to be reviewed and approved by September 14, 2026.

The researcher assigned to the fund and the timesheet approver have been added to the routing queue for the effort report as the Alternate Certifier, as these individuals are likely to have firsthand knowledge or direct evidence of the work performed and may sign in the employee's stead.
Effort reporting is mandated by Uniform Guidance 2 CFR 200.430 Compensation - personal services. The university is required to accurately report work performed. This is completed for all employees paid on restricted projects by submitting triennial grant effort certifications.

NOTE: Non-compliance or failure to certify the effort may result in all associated labor being disallowed and removed from the project.
First, confirm a grant effort certification is needed: Did the employee charge time to a sponsored project during the effort reporting dates? If the answer is yes, contact your university’s grants and contracts office. If the answer is no, then an effort certification is not needed.

To instruct employees, PIs, Timesheet Approvers, and Department personnel on how to change and/or certify effort certifications (EC) through UAOnline
All employees (hourly and salaried) who are paid on restricted funds will use the same effort certification process
Effort certification reports will be delivered through UAOnline
Employees will be able to review, make changes, and certify more easily using mobile devices.
PIs will be able to view effort certifications through UAOnline
Grant unit contacts will receive notification if an effort reporting changes that requires a labor redistribution
Fiscal managers will have access to a live report for querying statuses and printing out certifications
Effort certifications will continue to be on a semester basis
Departments are responsible for making sure reports are certified by the deadline
