Requirements for the success of the cooperation mechanism in achieving its objectives
The suggested mechanism is to establish a permanent secretariat for the network at a research centre or university in the region, which has the means for success, to be summarised in the following points:
1. It should be simple with no bureaucracy, and it should be established without any amendments in the regulations and laws of participating entities.
2. It should not include financial burdens except for some simple administrative and organisational costs.
3. It should be totally transparent as to its business.
4. Participation should be voluntary, and it should not in any way or in any field undermine participating entities’ independency.
5. It should define its field of business in a clear way to avoid ambiguity and misunderstanding.
Project Execution Mechanism
1. Announcement of completed research (published research papers or higher studies theses) and current research to be executed in the future.
2. Announcement of future plans (annual plans maybe) for suggested activities, such as: training courses and workshops to be conducted during the year or the coming years.
3. Books and journals issued by universities and centres with a catalogue of published issues and their title content.
4. It should receive effective support from all participating entities.
5. Lists of researchers working in the institutions should be prepared.
Participation in such a network by universities and research centres will serve scientific research in many aspects:
1. Supporting current researches in all research centres with capabilities and expertise available in the region.
2. Reducing repetitive work on the same research, hence, reducing waste of money and effort.
3. Achieving more advance and quick research.
4. Developing technical skills of those working in all scientific research fields at all levels.
