Teacher Student Growth Minimums

To be eligible for a TIA designation, teachers must earn a minimum student growth outcome. Based on statewide performance expectations, TEA established minimum expectations for teacher student growth. More information can found in TEA's Student Growth Performance Standards document.

Teacher Student Growth Measure

The Teacher-Student Growth measure counts for 50% of the TIA score to determine designation. As outlined in the "Student Growth Instrument" section below, projected student growth will be determined using the Graduated Percent Increase model for pre-tests/post-tests and a district-created rubric scale will be implemented for those using portfolios.

Student growth will be calculated for all students that have a designated fall (BOY) and spring (EOY) assessment. Student growth performance will be associated with a teacher or teachers based on the following enrollment criteria:

Teachers will be required to complete a PEIMS Membership Reconciliation process to ensure that class rosters are accurate. Student growth will be calculated at the teacher level. If a teacher is assigned to multiple assessed content areas, the average of the student growth content areas will be used for the student growth measure data.

Calculating Student Growth 

For subjects in Cohort 2 (except Prekindergarten), all pre-test/post-test growth will be calculated using the Graduate Percent Increase Model, as shown below. Student growth is calculated as the percentage of students that meet or exceed their projected growth target from the fall/BOY administration to the spring/EOY administration.

Prekindergarten will assess students using CIRCLE and will complete the following 15 sections for Wave 1 (BOY) and Wave 3 (EOY): 

The data is automatically color-coded by CIRCLE as red, yellow, or green. For a student to show growth in a section, they must either move up a color band or remain Green. 

A student must show growth in 12 of the 15 sections to be counted as meeting growth for a teacher.



Portfolio subjects will use the following rubric scale to determine growth targets for each of the skills.
