Police Station Update

Responses to RFQ for architects and Owner's Project Manager have been received and review. Kyle, Tim, Andy and I are meeting with 3 OPM firms to determine final selection. Last interview is 10/3. At that point, I will move into contract negotiation mode with the selected OPM. Then, in relatively short order, in coordination with the OPM, we will negotiate contract with architect and review scope of services. All of this leads to a likely outcome of having refined, biddable plans which can then be coordinated with a specific financial plan, by February. (Assuming there are no surprises along the way...)

Given this timetable and in an effort to keep this project moving, I would recommend that we purchase the Turner House property now rather than continuing to wait. We know it is our viable site, we are committing additional planning resources to it. Right now, our option has us covering expenses while they hold the property off the market for us. I would prefer not making the organization continue to wait and allow them to pursue the next stage of the organization's wind-down.

As you'll recall, we agreed on a purchase price of $300,000 in the option agreement we entered earlier this year. At the moment, we have over $1.6 million in our stabilization fund (which is intended by design for capital projects.) My recommendation is that we bring the purchase of the property using funds from Stabilization to the November 14th meeting. If the Board is in general agreement, then I will coordinate with FinCom and Town Counsel to align all of the necessary steps to make that happen.
