There is always a KEY for a pictograph.
The KEY tells you what you are counting by. The KEY in this example is counting by 3's because each ice cream cone picture equals or represents 3 ice cream cones sold.

There is always a SCALE for a bar graph.
The SCALE tell you what the bar graph is counting by. The SCALE in this example is counting by 5's. The SCALE also is telling you how many people chose which color as their favorite.
Bar graphs can be shown vertical like this example, or horizontal.
