Interpreting Services

It is required that schools provide translation and interpretation services to enable parents of other language backgrounds to fully participate in the education of their children by receiving communication of high quality, equal to the communication provided in English to other families.

Hardin County Schools adheres to the following acts and regulations regarding interpretation and translation services:

· Every Student Succeeds Act, 2015

o ESEA (1118)(e)(5) - To ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, each school and local educational agency shall ensure that information related to school and parent programs, meetings, and other activities is sent to the parents of participating children in a format and, to the extent practicable, in a language the parents can understand;

o ESEA (1118)(f) - ACCESSIBILITY– In carrying out the parental involvement requirements of this part, local educational agencies and schools, to the extent practicable, shall provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 in a format and, to the extent practicable, in a language such parents understand.

· Title VI of the Civil Rights Act of 1964

o This prohibits discrimination on the basis of race, color, or national origins in programs and activities that receive federal financial assistance.

· Lau V. Nichols (1974)

o The United States Supreme Court ruled that providing students the same desks, books, teachers, curriculum, etc., does not ensure that they receive an equal educational opportunity, particularly if the students do not speak English. If English is the language of instruction, then measures must be taken to ensure that English is taught to students who do not speak English or who are limited-English proficient in order to provide equal access to educational opportunities.
