SETUP

Go To Settings---> General ---> Accessibility ---->Turn on Speak Selection AND Speak Screen AND Turn on Highlight Content.

While you are there, you can select the VOICE and the SPEAKING RATE

Now open a selection - hold your finger down on the words "Select All" by dragging the cursor to highlight all words on the screen, Click Speak.
