このガイドは、2019年からASEAN+3債券市場フォーラム(ABMF)にオブザーバーとして積極的に参加しているモンゴルの現地通貨建て債券市場に関する包括的な情報を提供している。 また、このガイドは、モンゴルの現地通貨建て債券市場の理解を深め、そのさらなる発展を促進することを目的としている。
（犬飼説明：2021年2月に刊行された「モンゴルの債券市場ガイド」については、2019年から、ASEAN+3債券市場フォーラム(ABMF)にオブザーバーとして積極的に参加しているモンゴル政府（財務省）より、自分の国は債券市場が発展していないけれども、勉強のためにも自国の債券市場ガイドを是非作成したいので協力してほしいという強い希望があり、犬飼も債券市場ガイド作成チームに加わり、ADBのチームが2020年1月にウランバートルに出張し現地の関係者への聞き取り調査を行うなど現地側の関係者との濃密な議論や勉強会を経て、2021年2月に発行にこぎつけたもの）
