C++Builder versions migration tool for TMS components

I've created a little tool when using all many nice  TMS Software components for C++Builder, and changing major version of your C++Builder development environment.

When migrating C++ projects between different C++Builder major versions, this quite handy tool avoid you to manually change the dependencies to the TMS components packages version in the project file !
