Scapin 677 and 1033
Typical Korean insist that Scapin 677 and 1033 confirms Liacnourt Rocks was given to Korea. Ofcourse it is wrong information. Those SCAPIN order by GHQ is not the purpose of "change the soverignity status" from Japan to Korea. All the Scapin order attached suppliment explanation that "This order is not final soveriginty of Japan. it would confirmed by the Peace Treaty in the future."
Anyway, by the Scapin order of GHQ, temporary Liacnourt Rocks administrative area was separated from Japan to U.S 24th troops which administrate East Korean coast incruding Ulleungdo.
But, there are perfect clear record between Japan's ministery of Foreing Affairs and GHQ. They said SCAPIN is not the final determination of Territorial Soveriginty, but it is just a U.N military's administrative area. Final decisin of Japan's territory will have been on the Treaty of Peace, GHQ clearly answered it to Japan.

Also, Scapin1033, 22th of Jul, 1946 is about the so-called Mcarthor line and about Japan's fishery and whale hunting area. It is not territorial soverignity.
(b) Japanese vessels or personnel thereof will not approach closer than twelve (12) miles to Takeshima (37°15' North Latitude, 131°53' East Longitude) nor have any contact with said island.

Scapin1033 had abolished by the new scapin, Scapin 2046 it abolishes so-called Mcarthor line (Scap 1033)

In addition, Takeshima-Liacnourt Rocks had listed up as Japan's administrative area again under the SCAPIN order e.g .SCAPIN1778 dated on 1947.09.06 and SCAPIN2160 dated on 1951.07.06

There are many evidence that Scapin didn't give Soverignity of Liacnourt Rocks from japan to Korea. also there are many records which shows same recognization after Treaty of Peace had concruded and Invasion of Syungman Rhee.(later I write it) The United States, main subscriber of the Treary they cleary explain that Korean claim, based on SCAPIN 677 is wrong during the reconfirmatin of San Fransisco Treaty and Rusk Notes.（c.f 1952.11.14.Confidential Security Information about Liancourt Rocks）
Conclusion; Scapin orders is not final decision of territorial soverignity of Japan ordered by GHQ. Sometimes Korean shows those maps below in their website. Ofcours we know it is just a SCAP's administrative area and it is not final determination. We know it is Treaty of Peace with Japan (San Fransisco Treaty) that decides Japan's territorial soverignity ,it is not Scapin 677.
