Progress Toward Proficiency Accountability & PowerSchool Coding

Accurate coding of ML students and information is an essential component for state and federal reporting, ELP testing, and improving ML Programs throughout the state. As student information changes throughout the school year or new students enroll, information should be updated accordingly.


The SCDE Title III program office updates the South Carolina English Proficiency Codes for Multilingual Learners (MLs) matrix annually to reflect accurate English proficiency coding in PowerSchool. Updated information can be found within the Title III Multilingual Learner and Immigrant Children and Youth Program Guide, the Accountability Manual, and the South Carolina Proficiency Codes for the Multilingual Learner Program (MLP).
