Mission Statement
Dr. R. E. Margo, along with WISD ISD, adhere to the Comprehensive School Counseling Program, which is based on the following four components:
Guidance Curriculum-the purpose of the guidance curriculum is to help students acquire age-appropriate knowledge and skills within the scope of the following content areas: self-confidence, development, motivation to achieve, decision making, goal setting, planning, problem solving skills, intrapersonal effectiveness, and responsible behavior.
Responsive Services-the purpose of the responsive services component is to intervene on behalf of those students whose immediate personal concerns or problems put their continued personal-social, career and/or educational development at risk.
Individual Planning- the purpose of the individual planning system is to guide all students as they plan, monitor, and manage their own educational career and personal social development.
Systems Support-this component describes services and management activities which indirectly benefit students.
Definition
Dr. R.E. Margo school counselors, in collaboration with campus and district administrators, teachers, parents, and community partners, strive to provide a comprehensive counseling program for all students. In Dr. R.E. Margo Elementary , we believe every learner shall graduate from our schools with the ability to:

Margo counselors promote student success through the focus on academic achievement, prevention, and intervention activities, advocacy and social/emotional and career development to meet the needs of the students and community of WISD.
Rationale
Dr. R.E. Margo Elementary strives to provide meaningful opportunities so that every student can develop the social-emotional, academic, and career skills needed to reach their fullest potential. Our school counselors utilize multiple data-gathering practices to identify student needs and incorporate targeted strategies into the counseling program.
Based on the fall Panorama Survey, results showed that students scored lower in the area of self-management. In response, Margo Counselors provided intentional interventions and supports over the following months.
After administering the spring Panorama Survey, the results indicated a positive increase in this domain, showing that student self-management skills improved significantly due to these interventions.
Assumptions
Margo counselor recognize to effectively implement the Comprehensive Counseling Program, the following criteria must be met:
All students should have access to a comprehensive school counseling program to address their academic, social-emotional, and post secondary needs.
All students should have equitable access to a credentialed, master's-degree-level school counselor who will be an advocate for their needs.
All students can be successful in a rich and rigorous environment.
All students have individual strengths and thrive when their strengths are recognized.
All students have the ability to succeed and become productive citizens.
A strong education will lead students to be positive influences in the community and obtain fulfilling careers.
All counseling interventions and supports are data driven and evidence based to ensure efficacy in the school counseling program.
School Counselors will gather and analyze data and collaborate with students, parents, and school staff to design, implement, and continuously improve a school counseling program that aligns with the American School Counselor Association (ASCA) National Model.
School Counselors abide by the ASCA Ethical Standards for School Counselors to make informed decisions based on the highest moral principles.
Program Goals
In order to develop annual goals accordingly, Panorama data from the Spring 2024 and Spring 2025 were assessed. Within this time frame, Dr. R. E. Margo counselors reflect and draw conclusions to better prepare for the improvement of services provided by counselors and the counseling Program. This allows for data collected to determine input and topics of focus for future programs that will contribute to Dr. R.E. Margo Campus Improvement Plan.
Needs Assessment
Counseling Referral:
Margo Counselors use the following counseling referral that is easy accessible and easy to fill out. After a referral has been submitted, counselors have instant access to the responses. This allows counselors to keep track of the needs of the campus and better evaluate the Counseling Program.
Counseling Program Tracking and Data Analysis
The Counseling Program Tracking and Data Analysis sheet is filled out daily by Margo Counselors. This tracker allows counselors to input daily minutes and keep track of where their allotted time has been spent. This tracker allows counselors to make adjustments and accomodate to the needs of the students. This Counseling Program Tracking and Data Analysis sheet is turned in monthly to the Director of Student Support Services.

Based on the data, there was an improvement in students' self-management throughout the 2024-2025 school year. Margo Counselors have been an instrumental tool in fostering these skills through their dedicated efforts with the Panorama survey that is administered in the Fall and Spring semester.
