A targeted level of service for students whose needs have not been met by Layer 1 or WIN Interventions. Students with Layer 2 plans still have access to all universal instruction/interventions (Layer 1 & WIN).
Students in Layer 2 must have:
A WIN plan (Layer 1) that has been developed, tried, and reviewed at least once. WIN plans must include specific strategies/accommodations tried, pre-intervention data, progress monitoring data, and post-intervention data.
If there is a speech concern, the student goes directly to CHAT and does not need a teacher talk plan.
CHAT, Layer 2, plans must include specific interventions named, pre-intervention data, progress monitoring data, and post-intervention data

Students who have completed at least 1-2 cycles of WIN for a specific lagging skill, and the data shows they need more support can be referred to the CHAT team using the 2026-27 CHAT Referral Form
If there is a speech concern for a student, they do not need a Layer 1 or 2 plan. A 2026-27 CHAT Referral Form is completed.
All of the CHAT referrals are electronic. To refer a student:

The next person in the rotation is assigned at the student’s advocate
At the next CHAT meeting, the student is added to the CHAT agenda
The CHAT advocate makes a folder in:
The student’s grade level folder
In the current year’s CHAT folder (i.e. 2nd grade CHAT plans).
The folder should be named with the student’s first and last name (i.e.David Callis)
The advocate opens the 2025-26 CHAT folder
The advocate makes a copy of:
Each document should be renamed when the copy is made with the student's name, then the title (i.e. David Callis 2025-26 CHAT Adult Feedback Form)
The new documents should be saved in the student’s CHAT folder in the Grade Level Folder
The advocate shares the student’s copy of the Adult Feedback Form with all WSD adults who work with the student, except for the referring teacher. When you send the form, put the date you need it completed in the email. Make the due date at least a week before the CHAT meeting.
The advocate works with the referring teacher to identify the school adult who has the best relationship with the family. The advocate contacts that person and asks them to:
Work with the family to complete the family interview form
Tell the family the day, time, and location of the CHAT meeting and invite the family to attend.
A week before the feedback forms are due, the advocate sends a reminder to people to complete them.
Using the initial referral and the feedback forms, the advocate completes sections Background Information and Assessment Data & Areas of Concern of the CHAT plan before the CHAT meeting
At the CHAT meeting, the advocate comes ready to give a 3-5 minute overview of the student and the identified needs.
