The services provided by a local registrar include issuing certified copies of birth and death records, approving burial permits, and assisting families in completing paternity affidavits. Each of these activities generate revenue.
Birth and Death records: $11.50 local fee (plus $13.50 state fees)
Burial Permit: $0.50 retained ($2.50 goes to Division of Real Estate)
Paternity Affidavit: $20 paid by the state to the local health department that files the affidavit. These are rare as this is usually take care of by the local child support agency.
In addition, the registrar may be asked to make records available for review for researchers. This can take time, but the department cannot charge for it.
In FY2022 the department made ordering birth and death records online possible. This shows the the way we receive and issue certificates.
Standard: Walk-in or mailed in

Government Use: Free copies issued to other government agencies
Replacement: When a person's copy is so old and worn out that it can no longer be used, a replacement can be issued free of charge if they turn in the old copy
Veteran: A certified death certificate can be issued free, one time, for a veteran.
This chart is shared on our public website. We can look at local trends for deaths filed with our department. Deaths are filed according to where the death occurred, so deaths at the hospital are filed with Marietta/Belpre Health Department.
Causes of death are classified in broad categories. The state health department provides more precise data for the whole state, but it takes time to tabulate and is released late. This provides general trends that we can look at more closely using the state's data as we identify areas of concern.
COVID deaths are not tracked separately. They are included in the Flu, Pneumonia, Emphysema category as COVID affects the lungs.
