Policy statements should describe your country’s stance on an issue in the past,present, future.
This is a sample (humorous) policy statement.
The People's Republic of Lilliput concerning the issue: What side of a hard-boiled egg should be cracked?
The People's Republic of Lilliput have long endorsed the breaking of the wide end of the egg as the one true way to accomplish the cracking, eventual consumption of the egg. We have fought unswervingly against separatist groups who desecrate the sovereignty of the egg, crack it on its narrow side.
The People's Republic of Lilliput is a signatory of the 5th Geneva Convention (concerning pre-ambulatory measures to the devouring of poultry, spawn), as such, hopes to maintain peace, stability in the region.
The Lilliputians believe that an end to the conflict can be attained through peaceful means. The PRT (People's Republic of Lilliput) plans to hold a peace summit to which all world leaders are invited, in order to resolve the conflict. Nevertheless, the PRT maintains the right to use nuclear weapons if the conference reaches an impasse.
Writing Clauses:
Your chairs write pre-ambulatory clauses, which summarize the issues being debated.
You must write operative clauses, which are a call for action on the issue in accordance to your country's policy. Below are examples of operative clauses.
Example operative clauses (Topic: Preventing AIDS in Africa):
1. Stresses that the commitment to fight AIDS must be expanded at all levels in society;
2. Also stresses the need for involving both health, other sectors, building partnerships between government, civil society, of decentralizing so that the response has an impact across the whole continent
3. Encourages nations in Africa to:
3.1. Reduce gender inequalities, which are driving the epidemic as much as is poverty,
3.2. Provide the legal framework that will protect the rights of people living with HIV/AIDS,
3.3. Adopt a longer-term, coherent,, integrated HIV prevention policy;
4. Stresses that public awareness must be reinforced by:
a. Sending experts on AIDS to the most infected countries in order to inform, discuss the problem with concerned populations,
b. Including in all school programs activities on STDs as well as hygiene,
c. Using all media, to inform the public of the dangers,, the means of prevention, of HIV/AIDS;
