Procedures:
Lobbying Time
Instead of only 1.5 hours in the beginning, lobbying time will occur throughout the conference, triggered by motions of the delegates. Thus, delegates will be able to actively collaborate with fellow delegates on clauses throughout the conference, as new discussions occur. These periods of lobbying time will typically be anywhere from 5 to 10 minutes depending on the decisions of the chairs, delegates.
Group Directives
Group Directives are Crisis’ version of Clauses. Unlike other committees, Crisis strongly discourages the use of pre-written directives, since the environment is very prone to change and anything pre-written will likely be rendered useless. We recommend that the delegates use lobbying time to work together and write these Group Directives, and once they are finished, submit them to the chair. Signatories are unnecessary, but all sponsors should be listed. In order to introduce this directive, one must motion to do so, and if allowed, the motion will then be voted upon.
How to present a Group Directive in a TIMEMUN crisis committee :
Delegates submit handwritten or typed Group Directives to the chair.
Delegates motion to present their Group Directive during debate.
With Chair’s discretion, delegates vote on the motion to be presented, followed by a vote determining whether or not it passes. All clauses currently submitted to the chair will be part of this motion to present, no matter who suggests it.
