Some resources, namely Rosetta Stone, is quite expensive. You probably can easily learn a language for free. Go to the "About" page to contact me for tips if you would like, or message me about a specific language and I will see if I can gather up some free resources for you that can assist you perfectly fine. The language-specific section, especially, doesn't even come close to the true amount of resources I have access to, so please hit me up if you want more than is provided.
I do have some docs that offer some of the resources free, but be warned that I personally have not tried them so I don't know if they work for certain.

Personally, I don't particularly recommend relying exclusively on any of these to learn a new language - you need something more specific. Apps such as Duolingo are mainly meant to introduce, review, and reinforce, not to teach. It's a great resource but not something you should depend on.
