Hamazaki sits in a hospital bed, not doing well at all. Haruka arrives in the room, furious and uncomfortable with him. He accepts her hate and that nothing he can do will make it up to her or Kiryu. Hamazaki grimly notes the irony that he's about to die from a stab wound after what he did to Kiryu. He asks Haruka to deliver Kiryu and Saejima a message, and whispers it to her. He dies. Haruka doesn’t know how to feel.
Tanimura sits in the back of a police car with Arai driving. Tanimura learns Arai’s backstory. While Arai was young, his father was swindled and exploited by a yakuza, and eventually murdered by him. The man was put on trial but ultimately acquitted, leaving Arai an orphan. Soon after, Munakata managed to pin the man who killed Arai’s father with forged evidence, putting him in prison when no one else could. Arai has been loyal to Munakata ever since, even going undercover as a yakuza for his sake to try to kill the Tojo Clan for good.
Tanimura says that he understands wanting to bend the laws in order to help people. But he points out the brutal irony in that Munakata had his own father killed too. Kido didn’t deserve to die either, and Arai knows it. Arai tries to change the uncomfortable subject, but Tanimura doesn’t let up, delivering a tearful rant that being a policeman has to mean something, and if everyone there is corrupt, he doesn’t know what he’ll do. He begs Arai to follow his conscience.
Arai stops the car on the side of the road and considers Tanimura’s questions. He admits that while he’s a cop, his time as a yakuza has changed him. He cannot go against Munakata. But he’s interested to see what happens when the full might of the Tojo goes up against him...and wants to see how things play out before he decides where he wants to fall.
Tanimura is disdainful of this answer, viewing it as cowardly and self-serving. He already saw Sugiuchi take the easy way out. Arai lets him out regardless, telling him to prepare for a final confrontation soon. He also says to tell Akiyama that he’s sorry. Arai drives away, and Tanimura slinks away.
Kiryu, Saejima, Akiyama, Minami, and Date meet at New Serena to discuss what their next move is going to be. Akiyama wants to lure Munakata to the roof of the Millenium Tower with the promise of the 100 billion in exchange for Tanimura and Majima. Kiryu and Saejima point out that the Tojo Clan will catch wind of this and appear too, which Kiryu is fine with.
Their conversation is interrupted by the arrival of Tanimura, who relays what Arai did. Akiyama is now convinced that Arai can be turned against Munakata, and is ready to see him again. Their fully formed plan goes as follows.
They will leave the 100 billion yen at the top of the Millenium Tower, drawing both Daigo and Munakata’s attention. Kiryu, Saejima, Akiyama, and Tanimura will be there to take down whoever shows up. Minami will use the distraction to break Majima out of jail, hopefully in time to back them up should things get too hairy. Date has an unspecified role. They agree on what to do and make their preparations.
Kiryu receives a call from Haruka about Hamazaki’s death, which he mourns. He talks to Saejima about it for a moment and the two have a moment of silence for him.
Daigo and Mine hear about the 100 billion yen. Daigo smirks, commenting that it seems like exactly the type of plan Kiryu would come up with. Mine asks what their plan is, and Daigo says that they can no longer run from their problems. They’ll need to sort things out through violence, like they always do. Mine doesn’t like going up against Kiryu again, but trusts Daigo more. If Mine hadn’t given up all his money, they wouldn’t be in this mess. Mine wants to be there to end this.
Munakata berates Arai for letting Tanimura slip loose. Arai takes the heat as Munakata prepares to go.
Mine and Daigo are the first to arrive at the Millenium Tower, Mine staring at the piles of money in front of him that could save the Tojo Clan. Daigo waits around for the others to show up, knowing that it will only be a matter of time.
Munakata and Arai make their appearance with a squad of cops backing them. Arai is critical of Daigo sacrificing Majima, calling it a cowardly move. Daigo and Mine take on the cops, taking out some of them as Arai and Munakata prepare to attack.
A helicopter whirs and sets down on top of the tower, spreading the money every which way. Kiryu, Saejima, Akiyama, and Tanimura all emerge, and prepare to fight each of their opponents.
Firstly, Akiyama and Arai circle each other. Arai says that Akiyama should never have invested in him, that he was never going to be the yakuza Akiyama wanted him to be. Akiyama says that he knows that deep down, Arai is a good man, and that he hopes he can bring him out. Arai rips off his shirt, revealing the first outline of a phoenix tattoo, showing that despite Arai's disdain for the yakuza, part of him really did enjoy being one. Akiyama and Arai fight. Akiyama wins.
Second, Saejima decides to take on Mine, clearly holding a grudge for what Mine chose to do to Majima. Mine is respectful and apologetic, but steadfast in his desire for redemption. He will help Daigo to the ends of the earth. Saejima says that he understands wanting redemption, but at the end of the day, the only reason that they're at odds is because of Daigo's methods. Saejima will see Munakata taken down, and hopefully help Mine see the right path. Saejima and Mine fight. Saejima wins.
Third, Tanimura approaches Munakata, holding him responsible for his father’s death, Kido’s death, and all the pain they’ve undergone. Munakata denies that he is anything less than the perfect person, and says that Tanimura will die a criminal’s death. Tanimura and Munakata fight. Tanimura wins.
Finally, Kiryu apologizes to Daigo for leaving him in the position that he felt he had to do questionable things to achieve his ends. Daigo is frustrated, not knowing what Kiryu wants from him. He can’t punch his way out of every problem like Kiryu can...but he’s going to try. Kiryu decides to set things right by fighting him. Kiryu and Daigo fight. Kiryu wins.
Once all the fighting is over, Kiryu, Saejima, Akiyama, and Tanimura are victorious. Mine lies down for a bit, reveling in getting to fight the strongest of the strong and forgetting about his troubles for a moment. Kiryu helps Daigo up to his feet. Daigo apologizes and says that it won’t happen again.
Everyone walks over to Munakata, who starts laughing hysterically. He snarls at them, delivering an unhinged rant about how each and every one of them personally disgusts him. Criminals like them don’t deserve rights or anything less than the worst punishments imaginable.
Arai finally speaks up against Munakata. Arai says that Munakata made a criminal of everyone he came into contact with. Sugiuchi, Katsuragi, Shibata, Arai himself. Arai says that his time in the yakuza has shown him that you can’t just lump every criminal together as being “deserving” of punishing...otherwise Arai and Munakata both deserve nothing better than the pits of hell.
Munakata scoffs and says that they won’t even be able to bring him down. He’s got powerful connections and won’t be made a criminal of. Right on cue, Date spreads the newspaper around, having used the ledger Hamazaki got to expose Munakata’s corruption. Munakata is left aghast as Tanimura moves to cuff him.
Munakata reaches for a hidden gun and pulls it out, about to shoot Tanimura in the head. Before he can, Arai shoots Munakata in the gut, wounding him and leaving him helpless. Arai tells him to drop the gun. Munakata whimpers as he realizes that he is actually going to face consequences for his actions. Before Arai can stop him, Munakata takes the coward's way out and shoots himself in the head.
Arai turns himself in to Tanimura for his crimes, accepting his role in everything in deliberate contrast to Munakata and Sugiuchi. The four main heroes all allow themselves a moment to relax as Daigo and Mine reconcile with them.
Meanwhile, Minami attempts to hype up the Majima Family for their jailbreak, including Nishida. He tries and fails to encourage them the way Majima would, leaving them all extremely unexcited to try a prison break. Finally, Minami has them charge in the front door...only to find that all the guards are unconscious.
Majima sits at a desk, eating an apple as he flips through a guard’s phone. Minami and Nishida are flabbergasted as Majima explains that he decided to escape on his own when he had the opportunity, but that by the time he was able to do so, Kiryu-chan and his sworn brother had already won. Majima shows the news story about Munakata on the phone, much to Minami’s embarrassment. Majima claps him on the shoulder and walks the Majima Family outside, saying that they should go get some barbeque.
Akiyama speaks with Hana about what’s happened, and reaffirms that they care about each other in spite of everything crazy going on. Their ending is much the same as in canon.
Tanimura decides to resign from the Kamurocho PD, commenting that he might be traumatized from realizing that everything he ever thought about the justice system was a lie. Date is going to rejoin the force to try to root out the corruption and end the takeover of the Tojo Clan, and Tanimura pledges to help once he knows what he's doing with his life. Date and Kiryu say goodbye to him, and wishes him well wherever he goes. Tanimura sets off into the world, never to be heard from again. The final scene is Saejima becoming the head of his own family as Daigo, Mine, Majima, and Kiryu look on proudly.
In a post-credits scene, Kiryu visits Hamazaki's grave with Haruka in the same graveyard where he buried everyone else who sacrificed their lives for him. Kiryu and Haruka walk away together, grateful to all of them.
