Goh Hamazaki washes up on the beach. Haruka finds him yet again. Despite Haruka’s objections, Kiryu helps him out and the two talk about what’s happening. They learn that the ledger Hamazaki took shows that Munakata had been embezzling money to fund the private prison that he then planned to use to imprison most if not all of the Tojo Clan at once. His first attempt at doing this was using 10 billion yen from Jingu, which Kiryu and Nishiki foiled in Yakuza 1. Now he’s trying again.
Kiryu and Hamazaki ultimately decide to work together with one another despite Haruka’s misgivings. The two head to Okinawa but are assailed by police. They ultimately have to fight off a group of guards led by Saito. Both of them are left exhausted as Saito pulls out a knife and tries to stab Kiryu. Hamazaki takes the knife for Kiryu right below the chest, before pushing Saito back and using it to slit his throat. Hamazaki collapses to the ground as Kiryu tries to get him help. Kiryu takes Hamazaki to the hospital where they say goodbye, and then Kiryu prepares to go to Kamurocho to finish his job.

Kiryu once more returns to Kamurocho and is immediately greeted by the sight of a group of yakuza being rounded up and arrested. He stays on his guard as the police presence in Kamurocho reaches an all-time high. He ends up beating up a group of low-tier yakuza thugs along the way.
Kiryu returns to New Serena and meets up with his friend Makoto Date, who lays out the situation for him. Kiryu gives Date the ledger and they debate what to do next.
They are interrupted by the arrival of Yoshitaka Mine. Kiryu is suspicious of Mine, but Mine says his days of betrayals are behind him. He has always wanted to help the clan, and when he heard Kiryu was back in town, he had to extend a hand. He says that Daigo wants to see him. Kiryu accepts his offer.
Kiryu and Mine go to see Daigo in Tojo Clan HQ. Kiryu asks where Majima is, and Daigo explains that he has been playing a delicate game with the Tokyo PD since the events of 3. The Ueno Seiwa’s sudden resurgence combined with police crackdown leaves no room for errors. Majima didn’t agree with Daigo’s methods and has now gone rogue trying to stop Munakata his own way.
Kiryu expresses that he told Majima to watch over Daigo and help him in these matters. Mine scoffs and reminds Kiryu that it’s Majima. If Kiryu wanted Daigo to have advice, he should’ve done it himself. This momentarily takes Kiryu aback before their conversation continues.
Daigo’s current plan is simple. 1. Kill Kido in order to appease the Ueno Seiwa clan. 2. Capture Majima and make him stop interfering with those who are provoking the police and the Tojo. 3. Find and extort Shun Akiyama for all the money he's worth to get the Tojo Clan out of dire straits and untouchable by police.
Mine states that the only man capable of stopping Majima is Kiryu himself now that he has allies on his side, and asks Kiryu to fight Majima. Kiryu refuses and says that Daigo knows better than to do things this way. Bending to the Ueno Seiwa, capturing one of their most powerful fighters...the subterfuge is unnecessary. Daigo angrily replies that he can't just punch his way through everything like Kiryu can, so don't judge him too harshly. He is playing the game as best he can.
Kiryu says that he’s going to remove the Ueno Seiwa from the equation entirely. He will force them to leave Kamurocho entirely. Mine tries to stop him by saying that he can't just fight his way through a clan of actual trained killers, getting in the way as he exits. Daigo sighs and tells Mine to stand down.
Mine reluctantly does and lets Kiryu go, his respect winning out over his anger. Daigo puts his head in his hands tiredly and considers his next move. Mine suggests using the police to their advantage.

Arai and Katsuragi walk through Kamurocho together, talking with one another about the plan. Arai clearly has a degree of power over Katsuragi, mocking him for being a police asset. Katsuragi says that he conspired with Munakata and Shibata in order to gain power in the Ueno Seiwa, but the Ueno Seiwa might as well be a police force now. The two clearly do not like each other.
They both arrive at Sky Finance and head inside. Hana isn’t in at the moment. Katsuragi asks where the money is, and Arai admits he’s unsure. The two search and ultimately come upon Akiyama’s completely ridiculous vault. Katsuragi grins and Arai pulls out his phone. Katsuragi pushes Arai into the vault and closes it on him as Arai struggles.
Katsuragi laughs, thrilled as the possibilities come to mind. He pulls out his phone and tries to call his subordinates to come pick up the money. With 100 billion yen, Katsuragi plans to finally break free from his life as Munakata’s patsy and leave Kamurocho to spread the Ueno Seiwa clan’s influence into a clan rivaling the Tojo itself. However, when he tries to get through to his underlings, he hears a commotion.
Kiryu stands outside the Ueno Seiwa offices as the entirety of the clan waits for him. Kiryu starts tearing through each and every one of them. The fight drags on for a while as it's revealed that like people have been saying, the Ueno Seiwa are extremely skilled. The tides turn when Saejima and Majima both arrive to help fight, making it a complete stomp. The three catch up, with Majima explaining that he wants to enact his plan soon but that he needs them to get to Sky Finance.
The three are accosted by an inordinate amount of police. Majima says to not waste their energy. Majima may be worn down, but he's got enough fight in him to take these pigs on...Saejima and Kiryu, the two strongest men he knows, are the ones who need to be there for the real fight. Kiryu and Saejima are hesitant but understand, and run away as Majima acts as a distraction.
Majima laughs as he takes down policeman after policeman, but is ultimately taken down and arrested.
Katsuragi paces around anxiously as he hears nothing from anyone. Kiryu, Saejima, and Majima have completely dismantled the Ueno Seiwa. Someone arrives at the door. He looks up and sees Munakata. Munakata shoots Katsuragi, mortally wounding him. Munakata steps over his dying self and opens the vault, letting Arai out much to his gratitude. Munakata receives word on the radio chatter that Kazuma Kiryu and Taiga Saejima are tearing through his forces, and ultimately makes the choice to retreat along with Arai, not having near enough time to take the cash for his own.
Kiryu and Saejima arrive to find Katsuragi bleeding out in Sky Finance. Katsuragi recognizes Saejima as the man behind the hit, and laughs as he reminisces that he thought Saejima was just another tool to be used, but it turned out they both were. Saejima has no sympathy for him. Katsuragi asks for Saejima to kill him, but Saejima says that he's done killing. He wanted to make his boss and sworn brother proud, but in the end, he was just a tool. Now he's going to help bring justice to the people responsible. He doesn’t want Katsuragi’s worthless blood on his hands anyway. Katsuragi is genuinely taken aback and does not understand. He dies, leaving Kiryu and Saejima alone with 100 billion yen.

Kiryu and Saejima try to figure out what to do, they receive a call from Mine. Mine says that unfortunately, he and Daigo tipped off the police about Majima and got him captured. Saejima is furious, asking where Mine’s honor as a yakuza is. Mine expresses regret to both of them that their paths are putting them at odds once more, but begs Kiryu to realize that he severed his monetary connections in 3 and has been trying to make amends ever since. He will do anything to redeem himself in Daigo's eyes. Kiryu understands, but also tells Mine that they will not be working with him or Daigo on this. If Mine wants redemption, it can't just be doing what he thinks is best for Daigo. Otherwise he's learned nothing. There will be mistakes along the way, and Kiryu hopes to take Mine and Daigo off the wrong path. Mine hesitates, and hangs up.
Saejima says that before Majima was captured, he sent their two other found fighters, Akiyama and Tanimura, to pick up Kido from Purgatory. Akiyama will know what to do with the money. Kiryu asks Saejima to keep watch over the money in case the Tojo or police try to take it. Saejima agrees. Minami and Nishida show up with the rest of the Majima Family, saying that they'll help protect the money. Saejima smiles and accepts their help.
Kiryu heads to Purgatory and meets Akiyama, Tanimura, and Kido. Kido is grateful to see them and has been caught up on everything going down. He wants to try to fix things so he can return to his life. They decide to put together an attack on Munakata and his forces, utilizing the 100 billion as bait. Their most important goal is getting Akiyama back to Sky Finance safely, first and foremost.
They’re interrupted by a full police takeover led by Munakata and Arai. Arai and Akiyama briefly see each other before Kiryu escorts Akiyama away. Kido and Tanimura hold the defenses, keeping them back. Kiryu and Akiyama fight their way through the police and make it back to Sky Finance and meet Saejima. Akiyama collapses from exhaustion.
Back in Purgatory, Tanimura has been captured. Munakata and Arai stand over him. Tanimura asks if Munakata is going to kill him. Munakata said that while he wanted Tanimura dead in the past, now he realizes that he can use him. So he’ll stay alive. Munakata expresses that he hates criminals and yakuza, and will do anything and everything to make sure that they live out the rest of their lives in misery.
Kido speaks up, defiantly pointing out that Munakata is now just as bad a criminal as everyone else. Arai tries to get him to shut up, but Kido continues on a furious rant, calling Munakata out for his hypocrisy and self-righteousness despite all the illegal things he’s done, all the lives he’s ruined, all the people he’s killed. Kido won’t stand for him pretending his hands are clean.
As Arai protests, Munakata angrily pulls out a gun and shoots Kido in the head. Kido collapses to the ground, dead. Arai tries to hold back tears as Munakata puts his gun away, a bit rattled but otherwise fine. Arai falls in line as Munakata arrests the Florist and prepares to end Purgatory permanently.
