In the USA the use of English language is a requirement since the 1930's that has been in the regulation & laws for decades of years. This is not a new regulation & laws. That all CDL - A, B, C licensed truck drivers should be able to read, write and speak US English language. To be able to read US English road signs and written bill of lading in US English with dangers of having loads with hazardous load on their truck and trailer. This allows proper communications to not only the shippers and recievers, but to the trucking company and the Federal & State Officers and Agencies with Local Police & Sheriff officers under bad wrecks and other issues while transporting customers loads. And the trucking and transportation industry has badly abused by certain groups and / or organizations within and outside the trucking community with Foreign truck drivers and Foreign trucking companies and Foreign Brokers. Pushing down the American Trucker pay and American trucking carriers load pay rates too. Forcing American truck drivers pay down and American trucking Carriers and Companies to shutdown and going bankrupt.
And has not been enforced for several decades of years by FMCSA & USDOT with Federal and State Officers. Even bad Presidents, US Congress politicans have push to NOT enforcing the regulation so to take on and allow Foreign workers and Foreign carriers with Foreign Brokers to operate within the trucking and transportation industry for pay backs and under the table PAY TO PLAY with Politicans and Organizations, Foundations and Foreign Organizations too. Which is stated to be totally illegal and against several regulatons & laws within the FMCSA and US DOT and other Federal Agencies. Which have been set down and created into laws and regulations by the US Congress.
FMCSA is the Federal side of US Government (FMCSA = Federal Motor Carrier Safety Administration) side that regulates the Carrier / Trucking company safety with US Department of Transportation = USDOT Federal Government agency working with the State side of enforcement of the US Roads with US DOT Weigh Station Officers with Highway or State Police Officers.
All laws and regulations has been set forth by Past US Congress = (US House Representatives and US Senators with the approval of Past President).

WASHINGTON, DC - Today, the House Committee on Transportation and Infrastructure passed H.R. 5688, Dalilah's Law, introduced by Chairman David Rouzer (NC-07), sending the legislation to the House Floor.
The legislation strengthens Commercial Driver’s License (CDL) requirements to end the issuance of CDLs to illegal immigrants who lack the English proficiency, road-rule knowledge, and safety skills needed to safely operate CMVs. The legislation also includes a provision from Rep. Dave Taylor’s (OH-02) Connor's Law requiring English Language Proficiency for all CDL holders.
Dalilah’s Law is named in honor of Dalilah Coleman, the 5-year-old girl who was struck and severely injured by an illegal alien driving a semi-truck. Dalilah was a guest of President Trump at this year’s State of the Union address, where the President called for Congress to block illegal and unqualified immigrants from obtaining a CDL in the United States. The accident that caused Dalilah’s injury is only one example of recent incidents caused by drivers who were not qualified to operate on our nation’s roadways.
“Today we’re one step closer to safer roads for Dalilah Coleman, her family, and all Americans,” said Highways and Transit Subcommittee Chairman David Rouzer (NC-07), lead sponsor of the legislation. “Ensuring each truck driver is qualified and legally operating will protect the public from these tragic, yet preventable accidents. I want to thank Chairman Graves, Secretary Duffy, and my colleagues for their support and swift action in advancing this critical legislation. I look forward to working to get this bill through the House and Senate to answer President Trump’s call to restore public trust on our roadways.”
“Dalilah Coleman’s life was forever changed when an illegal alien driving an 18-wheeler slammed into her and her family. This tragedy was entirely preventable,” said Secretary Kristi Noem. “This is sadly another example of Gavin Newsom’s California Department of Motor Vehicles issuing an illegal alien a Commercial Driver’s License. How many more innocent people must become victims before Gavin Newsom stops playing games with American lives? DHS is working around the clock to remove dangerous aliens—like Singh—who have no right to be in the U.S.”
On August 29, 2025, ICE arrested Singh in Fresno, CA pursuant to a warrant for his arrest. Singh will remain in ICE custody pending immigration proceedings.
Singh illegally crossed the southern border in October 2022—and was RELEASED into the country by the Biden administration.
Last month, ICE lodged an arrest detainer for another criminal illegal alien—Harjinder Singh— following his arrest for three counts of vehicular homicide while driving a semi-truck in Florida.
DHS law enforcement is protecting American communities every day from another senseless tragedy like this taking place in another town, to another family. Victims of illegal alien crime may receive support from the Victims of Immigration Crime Engagement (VOICE) Office by contacting 1-855-488-6423.
