Our roads are private, and as such, their maintenance is the responsibility of the HOA. While we have been fairly diligent in performing regular maintenance activities, such as crack sealing, over the past 20 years, it became apparent a few years back that more serious road work would be required in the foreseeable future. What was also apparent was that we were not collecting enough money in annual assessments to cover some of the future expenses.
In 2015, Dry Creek Court required a chipseal. The expense was considerable and required a special assessment of $1,300 levied on every home in the HOA in two payments across 2015 and 2016 to cover the cost. Based on the feedback from a civil engineer (in the form of an engineering report that you can find below), we developed a long range forecast of road work and expenses and established a reserve fund, complete and separate from the general fund, to pay for forecasted expenses. The forecast is typically updated twice a year, first in the early part of the year to reflect the transfer of funds into the reserve, and again in the fall after any planned work for the year has been completed but before the annual budget meeting.
