The Ministry of Higher Education introduced the Program Pembangunan Siswa Sulung at 20 public institutions of higher learning in 2023 as an expansion of the Sulung 1.0 Programme, which was first implemented at eight universities in 2022.
This scholarship programme aims to support students from the B40 & M40 income group by providing a full waiver of university tuition and related academic fees. However, the waiver does not cover hostel accommodation fees or any fees imposed by external programmes or professional bodies.
