Unauthorised Construction: Majority of attendees raised the issues of Unauthorised Constructions, and the urgent need for Demolition of illegal buildings to restore Rule of Law and to prevent collapse of the ward. Attendees demanded:
Prevention of construction of buildings that were either without plan approval or deviations, on an ongoing daily basis, as per the July 2023 circular.
Quick action against unauthorised buildings and deviations buildings in the ward, on a war footing to arrest and reverse the existence of illegal buildings, as per Unauthorised buildings removal 117 day timeline - in July 2023 Circular.
Action Plan and report requested by next meeting.
Illegal borewell drilling figured prominently, and attendees demanded firm action against illegal drilling. Some recommendations were:
Bring transparency to permissions - issue order that permission has to be displayed publicly at the drilling site mandatorily, if not the police should be empowered to stop the drilling and file suo-moto FIR against violators.
Permission process must be made far more diligent and actual use of the borewell needs to be investigated.
Water Shortage situation:
Many attendees complained that water supply has still not improved.
BWSSB Inspector shared that of the allotted 40 MLD, only 26 MLD of water inflow is actually available.
Whether the situation will improve after the Cauvery Stage 5 completion is doubtful, as the area to be supplied will increase substantially, while the availability of inflow water is not certain.
Illegal Commercial Activity: The uncontrolled commercial activity in Residential areas, and on streets that are below 40 feet wide, in blatant violation of bye laws, and inaction by officials of the licensing dept (BBMP health), was questioned by residents.
It was requested of the Health Inspectors to submit relevant rules and laws under which action needs to be taken to shut down illegal businesses that operate without licenses, in the next meeting.
Other issues discussed include:
Slow pace of work on Whitefield Main Road High Density Corridor work by TEC
Desalting of Drains
Correction of water pipeline contamination issues - restoration of water supply
Non-collection of taxes by Revenue officials
Footpath encroachments - need for regular enforcement on daily basis
Parking problems due to illegal commercial activities on inside roads (residential and roads below 40 feet width)
Garbage black spots, etc.,

Massive turnout in Whitefield Ward Committee ! Lively discussions regarding depleted groundwater.
It Was dominated by Groundwater depletion issues. All public bore-wells are drying up, there is leakage due to misuse of some. Public are not getting water in most under developed areas. Illegal over-exploitation by PG Buildings, Water Tanker Businesses and Commercial establishments are depressing the ground water table to dangerously low levels. Inaction by KGWA over the years, and lack of detection and sealing of illegal bore-wells by it is compounding this problem.
KGWA needs to act immediately before this leads to social turmoil! It needs to launch a drive against all PG Buildings, Water Tanker bore-wells and Commercial Buildings , seal all their bore-wells, take legal action and penalise offenders, under laws.
Ground water is a public resource, it cannot be monetised by private businesses. ZERO TOLERANCE REQUIRED!
The Nodal Officer is writing a letter to the KGWA to address the issue of illegal borewells, and request hasty action to shut down all of them.
Congratulations to the Mahadevapura Zonal officials and Whitefield Ward Officials for conducting regular Ward Committee Meetings. The rest of the Zone, and rest of Bengaluru needs them too.
