City Dock Project
I do not support the City Dock Project as has been approved by the current administration.
Somehow, the city has begun construction on this project before it has been funded. We risk being left with the city being responsible for up to $50 million. We are a historic maritime and cultural tourist destination. Let's protect that aspect of our city and not allow the current legislation to pass, which would permit a resort hotel that violates our historic community guidelines. Let's not build a "beach house" and a kids' water park at City Dock.
I fully support infrastructure protection and flood mitigation, but let's work together with our state and federal partners.
Parking in the City
I do not support any city fines for anyone parking in any parking garage!
We don't pay a fine for parking in parking garages in any other city that I visit! They have gates and checkout stations, so you only pay for the time parked!
We need to reduce the downtown parking rates. I just paid $7.31 to park on Duke of Glouchester for 90 minutes to attend a City Council Meeting. Parking in downtown San Diego is $2.00/hour, and in DC, parking is $2.30/hour.
The city charges residents between $55 and $300 to park in front of their residences in restricted parking zones. However, in most of these zones, parking is rarely and arbitrarily enforced!
I will support reducing the resident parking fees to a nominal annual fee that pays for the processing of the sticker, etc. (i.e. $5/year) for at least one vehicle per residence.. Why are we charging our (tax-paying) residents usurious fees to park in front of their residences?
I will explore how we found ourselves in the situation where we have not contracted two private companies to administer (and make millions on) city parking. Why do we have three different parking applications, which are often used independently in different locations?
We need to make parking friendly for residents and visitors so that we can control parking, but at the same time promote visiting downtown to support our local businesses!
Taxes and City Spending
Taxes in the city have increased by over 20% in three years and by 44% in 8 years!
The city's spending is directly related to the affordability of owner-occupied residences as well as rental properties. Property tax is passed on to the tenants in rental properties.
What do I commit to doing to keep the lid on taxes?
I support the 2% annual cap on property tax increases in Annapolis.
I am committed to evaluating all city spending to assure that it is necessary and that it improves the quality of life and infrastructure of our city for our residents and businesses.
I am committed to minimizing the discretionary staff positions that are politically appointed by any city official, including the mayor.
However, I am committed to funding essential city services to keep the city safe, friendly, and resilient for all of the residents and businesses!
Public Safety
All of our Ward 2 Residents Deserve to FEEL Safe!
Currently, our city police department has 17 unfilled, fully funded, sworn officer positions!
Filling these positions could mean six additional Police Officers on each shift!
This police manpower shortage is clearly a leadership issue. I will commit to exploring this issue fully, identifying the leadership issue(s), and supporting definitive plans and actions to bring our police department up to full strength.
I am committed to using my experience to help promote programs in our police department that will make our city safer and will build confidence, and residents will feel safe!
I will fully support increasing community policing in ALL communities. We are a safer city when the police officers engage with residents regularly and we build trust and confidence bonds.
I will ensure that we explore all avenues to partner with other state, local, county, and federal law enforcement so that we have the very best resources available to the city to prevent and fight crime.
It has come to my attention that our city has not been able to respond to several EMS calls with medic units, and county units had to be dispatched, resulting in delayed response times. It has been suggested that the city staff an additional medic unit, and I will support these ideas to enhance the public safety of residents and visitors.
