I am married to Kerri Vincent, and we have a daughter, Katie, and a son, Ryan. Katie is a professional firefighter/paramedic in Fort Worth, TX, and Ryan works as a physicist in the Boston, MA area. I grew up in New Jersey with my parents and my 5 siblings. During my high school years, due to downsizing and the eventual closing of the town's factory and largest employer, my father was laid off from his job, where he had worked for 25 years. I was very fortunate to receive a fully paid Air Force ROTC scholarship to attend Lehigh University, where I earned a bachelor's degree in engineering. I then served on active duty in the Air Force, assigned to Civil Engineering units at Edwards AFB, CA, Korea, and Andrews AFB. After my Air Force service obligation was complete, I was appointed as a Special Agent in the FBI, where I investigated violent crime matters, gang violence, civil rights matters, and counterterrorism. I received a Master's Degree in Education from Temple University, and after retiring, I became a public high school science teacher and coach. After I retired from teaching, and our children had finished their educations and moved out into the world, Kerri and I chose to move to Annapolis, where I am now a part-time Assistant Water Polo Coach at the US Naval Academy. My move to Annapolis is the first time that I was able to choose where we would live, as for the entire time of my government service, the military or the government assigned me where I was to live. We consider Annapolis to be our forever home! I am a man of faith, and I don't apologize or hide that. Kerri and I are active in our local church, EP Annapolis. I am not a politician, but I would like to lead and serve this community as a true public servant with integrity, common sense, open ears, transparency, and faithfulness!
My most significant qualification is that I want to serve the community and make Annapolis a better place for all of the residents of Ward 2 and the city. I have a breadth of leadership experience as a military officer and public servant, including roles in FBI investigations and leadership, engineering, construction management, real property management, public school education, and firefighting/EMS.
As an Air Force Civil Engineering Officer, I was assigned to Edwards Air Force Base, CA; Osan, Korea; and Andrews Air Force Base, MD. I was assigned to construction and maintenance squadrons, where I was responsible for planning new facilities, managing construction projects, and overseeing base maintenance. My experience in project management and construction has prepared me for leadership in municipal projects and budgeting.
As a Special Agent in the FBI, I worked extensively and jointly with local and state police agencies to investigate violent crimes, civil rights matters, and counterterrorism. As a Supervisory Special Agent, I managed an FBI Office which included directing investigations, establishing violent crimes task forces, personnel management, and office budgeting. Working with successful violent crimes task forces gave me experience and insight into how to effectively reduce crime in our communities. Investigating civil rights matters gave me the insight, understanding, and background to understand how to protect ALL of our neighbors, no matter what their status in life or socioeconomic status is.
As a public school high school teacher, I was able to serve and mentor our youth to give them opportunities to succeed. I stressed to the youth that they needed to take ownership of their future, work hard, and persevere. I gained an appreciation for how important education is for our youth, especially for youth who struggled at home or in their community. While I was proud of my exceptional students who were accepted at Ivy League colleges, military academies, and the most prestigious STEM universities, I was most proud of the student who had struggles and was able to overcome those struggles with hard work and through the encouragement of selfless educators and mentors.
I have been volunteering in my community since I was 16 years old. I am a life member of the Phillipsburg (NJ) Emergency Squad, was the Paramedic of the Year at Montgomery County (MD) Station 12, and am a past president of the Spotsylvania Rescue Squad, VA. My involvement in the Fire Rescue community has given me an understanding of the service and commitment of our Annapolis Fire Department professionals and will help me make informed decisions as a member of the Annapolis City Council.
I also have a heart for the community and have been a volunteer with food banks and homeless shelters. My work with the homeless and those who are in difficulty with sufficient food has given me an understanding of some of the people in our community who are sometimes forgotten.
And finally, I am committed to representing Ward 2 and Annapolis without personal business interests or expectation of personal gain. I am committed to listening to you and pursuing policies and decisions that are in the interest of all of our residents!
Unfortunately, we may be past the point of no return regarding some aspects of the City Dock project, as buildings have been demolished, a historic building is up on blocks, and construction is moving forward every day, even before we have secured funding! I have significant concerns about the scope of this project, which I believe is in part a "monument" to a select few in our community. I will continue to monitor and review it actively. While I am told by the project supporters that this project was reviewed by a plethora of committees, I have concerns that these committees were established and appointed by the promoters of the project.
I strongly support the construction of sea walls and/or other ocean engineering measures to protect our homes and businesses from flood waters. I also support reasonable City Dock area improvements such as an outdoor event/band shelter, landscaping improvements, new public restrooms, and a new Harbor Master operations facility. However, I don't support the $8.6 million (or greater with change orders) Harbor Master building and visitors center, nor do I support an expensive fountain, which is pictured in the promotional literature as a children's water park. I don't support the devastating removal of parking at City Dock. I would support the removal of some parking if it is for a purpose, but the total removal of parking will hurt small businesses as well as residents visiting the City Dock area. This is not who we are!
I would support the project staying in budget with FEMA, state, and county funds. Our taxpayers don't need the "fluff" that will cost us millions. I do realize that some of this funding is being presented as bond funding, but bond funding is a community and tax base financial anchor that gets heavier each year. We are simply kicking the proverbial ball down the road, and the ball gets bigger each year! I believe that we need to have common-sense spending, utilize funding from our federal, state, and county sources, and make our City Dock area safe, attractive, and functional.
In summary, I believe that the City Dock Project, as it stands now, is more about creating a monument to the project creators than it is about mitigating the issues that we have due to flooding. The extra funds that would be required for the resort-style elements of the project would be better used to improve public safety, repair our streets and sidewalks, create business and housing opportunities for our residents, and make Annapolis more affordable for everyone.
I do not support the City Dock Project as has been approved by the current administration.
ALL people in our community deserve to feel safe in their homes and the community. I will address our neighborhood and business crime problem, seeking to support the implementation of the following ideas. I will use my decades of experience working with cities like Annapolis to address their overall and most serious crime problems
More neighborhood visible patrols throughout our city and in all neighborhoods.
Consider an extra patrol shift (4th shift) that overlaps the existing evening and night shifts.
Ensure that our law enforcement and their partners in city government enforce all laws and ordinances. (If a law or ordinance is not enforced, it should be removed from the books. I will work to have our law enforcement enforce minor crimes (scofflaws). As national research has clearly shown, not enforcing minor laws leads to greater lawlessness with greater criminal activity.
Increase the use of technology, including CCTV in public areas of concern, license plate readers in crime areas of concern, appropriate use of speed enforcement cameras, police drone operations to investigate crime and criminal activity, and explore the opportunities to cooperate with the county at their Police Fusion Center. Technology should be used as a force multiplier for our men and women in blue!
Increase community involvement and awareness in crime prevention.
Increase opportunities for youth to engage in positive activities and career opportunities to address the root cause of some crime.
Further utilize county, state, and federal law enforcement partners and task forces to address our most significant crime problems.
Increase cooperation and mutual aid with the Sheriff's Department as well as the adjacent law enforcement agencies.
I will address two different sub-issues to this question.
In public housing:
I will address the issue of maintenance and new construction that has been neglected over the years by the Housing Authority of the City of Annapolis (HACA).
I will support our continued partnership with federal agencies to ensure that we get the necessary funds to address the standard of living in public housing.
I will hold the HACA leadership and management accountable to ensure that it offers safe and livable housing for residents.
In affordable housing:
I will explore a city-sponsored or partnered program to provide a pathway to home ownership for our disadvantaged community and those who continue to be adversely affected by displacement from their Old Ward 4 homes in the last century.
I will work with non-profit and government partnerships to promote the availability of dignified and affordable housing. I will ensure that our city Department of Inspections and Permits is instructed to partner with these projects to assure effective and efficient construction projects. The Willow Project is an example of one of these projects.
I will ensure that our city Department of Inspections and Permits is staffed with sufficient qualified staffers to hold landlords accountable for contractual and statutory requirements for safe and livable rental housing.
I will consider a city system to prevent rent from increasing at rates that are not affordable to our residents.
I believe that we should protect the historic nature of our city and our rich heritage. We should always be in a position to review our historic preservation ordinances and guidelines and ensure that they are in line with today's technology, building codes, building materials, and the needs of our residents. That being said, notwithstanding truly unusual circumstances, I do not support zoning or rule variances to support any one person or business entity. Should we determine, after vigorous study and review, that current guidelines (such as building height restrictions) are no longer appropriate, we need to change the guidelines for all, but certainly not for any one business endeavor. We need to have balance and fairness for all while we protect our rich heritage for our community, and for our nation!
I will work with our city leaders to partner with county and state governments to explore job creation in the county and the greater Annapolis area. We will explore how to bring jobs and businesses to the area that blend with our city and county culture, and at the same time will provide meaningful employment opportunities throughout the range of skill sets and vocational dreams of our residents.
While there are cuts to some of the areas of federal funding for our city, we must continue to explore and compete for all applicable grants from the state and federal government. We must also be realistic and realize that we have experienced a time of difficult funding in the past, and we must act prudently with our city spending to get through this temporary period of funding shortages.
I have five decades of experience, from working in the trenches to leading groups of great men and women in public service. From starting a small business at age 15 to being the FBI Resident Agent in charge of a region in northeast Pennsylvania to being a public high school science teacher, I have the experience to bring common sense and leadership to the Annapolis City Council. I have a demonstrated history of volunteering in my community, starting at age 15 as a volunteer EMT/Firefighter, to my volunteer life experiences in my house of faith, serving the homeless, and feeding the underserved.
These are my priorities regarding my focus and platform.
Integrity in governance is my top priority. Common sense, open ears, transparency, faithfulness, responsiveness, and truly representing the needs of our residents, without regard to their political, financial, or social status!
Utilizing my decades of experience in law enforcement and firefighting, continue to improve public safety in policing, fire protection, and a safe city environment. I would like to improve and enhance police patrols, presence, and effectiveness in Ward 2. All residents in all neighborhoods deserve to feel safe and be safe and secure in their homes and throughout our city.
I will be working to improve city services and the customer service of city services for residents and businesses! This includes building permits, zoning, inspections, parking, transportation, parks and recreation, and streets. All residents, regardless of race, social or economic status, need to equally receive efficient and effective city services, and all residents must be treated with dignity by all public servants. I have spoken with far too many city residents who have experienced poor public service, rudeness, inordinate delays, and ineffectiveness when dealing with city offices and services. I want to fix our city parking, which has been a complete disaster for the past three years! We face some parking regulations and restrictions that are not enforced, some parking that is arbitrarily and over-enforced, parking fees that are 50% more than in Washington, DC, and taxpayer residents that are charged between $55 and $300 to park in front of their residence! I want to fix the permitting and inspection crisis that delays residential and commercial construction and has arbitrary standards of code and inspection depending upon the individual city official who conducts inspections. This is a leadership problem. We have some great and qualified city public servants, but we have a crisis in leadership!
I will work to make our city affordable and then remain affordable for all city residents, whether they own or rent their homes. I will work to ensure that we spend our city resources wisely on services and projects that make a difference in your life. I will work to hold landlords accountable to provide homes to tenants that meet a decent living standard and will work to implement the enforcement of city codes that protect tenants. I will also work to keep the city budget under control and minimize tax increases. I noted that some of our existing leaders bragged about not raising taxes in our new budget, but that is patently false. While the city tax rate has remained the same, our homes have been reassessed. In three years, city property taxes have increased 22%!
