FAQ

1. What is an FSC and who needs one?

A Fire Safety Certificate (FSC) is a legal document confirming a building's or a tenancy fit out compliance with Singapore's fire safety regulations. Building owners must obtain a FSC prior to Building occupation. It is crucial for ensuring the safety of occupants and the property itself.

2. How do I get an FSC?

The process involves submitting specific documents, including the Building Plan (BP), Fire Protection Plan (FP), Mechanical Ventilation Plan (MV), and Certificate of Fire Safety Works forms, as well as an RI inspection report. These documents are submitted by a Qualified Person (QP) – comprising of architect ans engineer – acting as authorized of the building / project owner to carry out submissions accordingly. The QP is responsible for overseeing the fire safety works in compliance with Code of Practices and Fire Code. After SCDF approves the application, FSC is issued. 

3. How long does the process take?

FSC application process usually takes 4 to 6 weeks, and may be affected by project complexity and size. It is essential to begin this process before starting any new construction. Occupying a building without a valid FSC is a legal offence. Be aware that the fire authorities may require design changes or add conditions to the certificate, which could necessitate modifications to any non-compliant construction work.

4. What is an FC and who needs one?

Under Section 35 of the Fire Safety Act 1993, the owner or occupier of any public building such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings that fall within the following criteria is required to apply and obtain a Fire Certificate (FC).  FC is required for building fulfiling certain criteria as listed in https://www.scdf.gov.sg/fire-safety-services-listing/permits-and-certifications/fire-certificate. 

5. How long is an FC valid?

FC in Singapore are valid for 12 months. Building owners must renew their FCs annually to maintain compliance and avoid potential legal issues. Regular renewal ensures the building's fire safety measures remain up-to-date and effective, as inspected by Architect or Professional Engineer.
