Kindly note that “Slinging & Rigging” training requirement is there in the Electrician’s Mandatory Matrix for quite long time. As this requirement title includes “Rigging” aspects, we are unable to validate it with a “Dogman/Banksman” training certification.
However based on current discussions about Offshore Maintenance personnel’s involvement in Lifting activities, we are about to replace “Slinging & Rigging” mandatory requirement with more basic requirement i.e; “Dogman/Banksman Training in accordance with CPCCLDG3001 or equivalent standards”. This modification will reflect in the Mandatory Matrix by CoB 27th March 2025, subsequently Mechanic, Electrician, Welder, etc. position’s requirement will change to “Dogman/Banksman Training”.
In order to satisfy the “Dogman/Banksman” training requirement and to ensure the quality of training, we will follow these Philosophies:
The Australian nationals in these positions are to complete “Dogging” in-person training in accordance with CPCCLDG3001 at a Nationally Accredited Training Center (Training Validity 5 Years).
Banksman Initial training in accordance with internationally accredited standards such as; NZQA, HSE UK, OMHEC, LEEA, OPITO, API RP, etc. shall also be accepted to validate “Dogman/Banksman Training”. Maximum Validity 5 Years. But any validity restrictions less than 5 Years if mentioned in the Certificate, then that will be applicable.
High Risk License are not accepted to validate “Dogman/Banksman Training” requirement.

As requested below, we will reduce the maximum validity value for “BSP Approved Medical - ( CRP1544 )” to 3 Years in the matrix, still any expiry date prior to 3 Years if indicated on Certificate will be entered and applicable.

4 Months’ Grace period applied to fully comply, and validity will be as per the MSIC.
Equivalent NZQA Cert could be accepted to validate the relevant HRL requirement to provide sufficient time to complete High Risk Licensing requirement.

For certificates that do not mention NZQA for HRL, I typically label them as temporary for 60-90 days until I receive the HRL license that allows validation for 5 years. I have been informed that Worksafe takes 60-90 days to issue the HRWL card.
Not for all certificates, 60-90 days temporary credit can be only awarded to evidence/ certificate issued by a Nationally Recognised Training in Australia that WorkSafe Australia will accept as a prerequisite training to issue relevant HRL.

Considering the License processing time with Worksafe, the Certificates-MEAAP team had awarded 90 days’ temporary credit for Makenzie’s HRL-Forklift requirement.
Makenzie’s Face Fit Test – Qualitative requirement is also awarded in Skills VX.

I have advised the TMS to enter an expiry date (with Validity 3 Years) for all acquired CRP425, and @Certificates-MEAAP will be entering an expiry date (with Validity 3 Years) for all future awarding of Instructor Led CRP425.
But our concern would be; the possibility of personnel not requiring Authorised Gas Tester may acquire credit in the future for CRP425 by completing seven relevant AGT Skills VX eLearning Modules. These personnel acquiring credit by eLearning completion may show up without expiry dates as there are no Mandatory matrix requirement and default validity applied.
However there could be a possibility to implement the default validity in the Evidence set up, but need to visit with other regional training teams as well because there could be an impact on the matrix globally.

We have an additional Confined Space Entry eLearning assigned to all Offshore personnel on Valaris Rigs. Hence, those who have completed In-person UCSR (Undertake Confined Space Rescue) could be given credit for EWICS (Enter and Work in Confined Spaces) as well.
Regarding the Validity, maximum validity for in-person EWICS & UCSR is 3 Years, and requiring to follow the Certificate expiry date if certificate indicates any validity period less than 3 Years.

No changes are made to CAMS & Marine Licensing Matrices.
Under mentioned Key changes are made to align the Mandatory matrix with Australian requirements:
· Added “HRL - Dogman/Banksman (DG) - ( CRP991 )” to Crane Operator, Derrickhand, Floorhand, RSA & Roustabout
· Added “HRL - Intermediate Rigging (RI) - ( CRP985 )” to Assistant Crane Operator, Derrickhand & Floorhand
· Added “HRL - Basic Rigging (RB) - ( CRP984 )” to RSA & Roustabout
· Added “HRL - Forklift Truck (LF) - ( CRP992 )” to Assistant Crane Operator, Assistant Driller, Crane Operator, Derrickhand, Floorhand & Roustabout
· Removed “Slinging and rigging - ( CRP1246 )” from Assistant Crane Operator, Crane Operator, Derrickhand, Floorhand, RSA & Roustabout
· Removed “Forklift Operator - ( CRP266 )” from Assistant Crane Operator, Assistant Driller, Crane Operator, Derrickhand, Floorhand & Roustabout
· Removed “Audiometric Testing - ( CRP1591 )” from All personnel
· Removed “NZQA Unit Standard 31290 & 31291 - Certified Handler - ( NZQAS )” from Derrickhand position.

UPDATED CRP FOR CRANE OPERATOR BT STAGE
We are no longer using following training tiles for recording credits and tracking compliance for Crane Operator Training/Assessments, hence these red texted titles will be disappearing from Skills VX soon.
· Level 3 Crane Operator Offshore Endorsement - ( CRP1442 ) – Inactive (Not to be used)
· Level 2 Crane Operator Offshore Endorsement - ( CRP1441 ) – Inactive (Not to be used)
Following titles will be replacing above mentioned titles in Skills VX matrix without any impact to current compliance%, and these shall be used respectively to credit and track compliance moving forward.
· Crane Operator - Stage 3 - ( CRP465 ) – assigned to Crane Operator & Deck Foreman positions with 2 Years’ Validity
· Crane Operator - Stage 2 - ( CRP464 ) – assigned to Assistant Crane Operator position with 2 Years’ Validity

The Crane Operator - Stage 2 - ( CRP464 ) & Crane Operator - Stage 3 - ( CRP465 ) are Offshore Crane Operators’ assessment in accordance with BS7121 Part 11 and its validity is only 2 Years. Additionally you have to ensure on these Certificates that it shows the assessment/reassessment are done in accordance with BS7121 Part 11

Face Fit qualitative test has to be conducted Onboard Rig by the Medic/RSA who have completed Face Fit Train the Tester.
We are requiring a copy of duly completed/signed attached Valaris’ Respirator Fit Test Record (FM-CO-HSE-107) to award CRP1587.
A follow up on email trail, It seems that DS-9 crew is having some confusions in how to carry out and implement Face Fit Test requirement for personnel assigned with “Face Fit Test - Qualitative - ( CRP1587 )”.
I hope that the Rig has already received a Face Fit Test kit and instructions from regional QHSE to carry out these tests?
The RSAs/Medics are requiring to conduct a physical Face Fit Test using the kit for each individual assigned with CRP1587, and then send dully completed form FM-CO-HSE-107 to Certificates-MEAAP for awarding the credit for each individual assigned with CRP1587 (Blank Forms and a sample filled out form is attached).
I have attached a list of personnel assigned with CRP1587, for them we are requiring duly filled out FM-CO-HSE-107 to award credit (@Certificates-MEAAP please take a note on this).
Face Fit Test - Qualitative (CRP1587) is not a requirement for HR to follow up.
This test requirement need to be conducted onboard by Face Fit Train the Tester qualified Rig Medic/Rig Safety Advisors. Being an onboard test requirement the RSA need to ensure compliance with this.
“Tester qualified RSAs/Medics (Fit Test Administrator) are requiring to conduct a physical Face Fit Test for each individual assigned with CRP1587, and then send dully completed form FM-CO-HSE-107 to Certificates-MEAAP for awarding the credit”.
