Every year, countless pets become separated from the families who love them. Fortunately, many are found by caring citizens, first responders, or public employees. Sometimes, all that stands between a quick reunion and a trip to the shelter is the right equipment, the right information, and someone willing to help.

The Homeward Bound Initiative, developed by the Virginia Animal Protection Group (VAPG), is a growing community partnership that brings together local government, public safety agencies, shelters, rescue organizations, veterinarians, businesses, schools, civic organizations, faith communities, media partners, and volunteers to improve lost pet response while promoting responsible pet ownership and strengthening community connections.

Homeward Bound begins with a simple mission:

But our vision reaches much further.

Our Mission

The Homeward Bound Initiative is built upon four guiding principles.

🏠 Reunite Lost Pets

Help lost pets return home safely through practical equipment, education, and coordinated community response.

🐾 Promote Responsible Pet Ownership

Encourage microchipping, licensing, identification, emergency preparedness, and other practices that reduce the likelihood of pets becoming lost.

❤️ Support Families and Animal Welfare Organizations

Promote adoption, foster care, community resources, and partnerships that help keep pets with their families while supporting the outstanding work already being performed by shelters, rescue organizations, and veterinary professionals.

🤝 Build Community Partnerships

Create opportunities for government agencies, businesses, schools, nonprofits, volunteers, and residents to work together in meaningful ways that benefit both people and animals.

Our Current Focus

Homeward Bound is currently working with community partners to develop a practical lost pet response pilot in James City County.

Current areas of focus include:

The pilot is designed to complement the excellent work already being performed by Animal Control, law enforcement, Fire/EMS, Emergency Management, shelters, rescue organizations, and veterinary professionals.

Growing Together

Homeward Bound is intended to grow through community collaboration.

Many exciting ideas are currently being explored through conversations with local organizations and community leaders.

As partnerships develop, future opportunities may include:

Community Ambassador Program

Community leaders, first responders, county employees, businesses, schools, civic organizations, faith communities, and volunteers helping share the stories of adoptable animals from participating shelters and rescue organizations.

Community Mascot Program

Imagine every school, business, civic club, government office, or community organization being paired with an adoptable dog or cat.

Their "Community Mascot" becomes a fun and meaningful way to promote adoption, encourage volunteerism, and celebrate successful placements.

When one mascot finds a forever home, another animal becomes the next Community Mascot.

Every adoption creates another success story.

Kids, Cats & K9s

The future of animal welfare begins with young people.

Homeward Bound hopes to expand educational partnerships through the Kids, Cats & K9s initiative, introducing students to:

Working with schools, educators, Kiwanis Clubs, businesses, and community organizations, students may participate in pet food drives, adoption awareness campaigns, reading programs, community mascot activities, classroom presentations, and recognition events.

By inspiring young people today, we help build tomorrow's community leaders.

Businesses and public facilities may host resource displays featuring:

Pet Food & Family Support

Working with community partners to explore food drives and temporary assistance programs that help families keep their pets during periods of financial hardship.

These partnerships celebrate the many ways working animals serve our communities while helping educate the public about responsible pet ownership and emergency preparedness.

Building on Community Success

Homeward Bound is not about creating new organizations or replacing successful programs.

It is about strengthening what already exists.

One exciting opportunity currently being explored is expanding James City County's annual Fido Fest by adding educational exhibits, public safety demonstrations, microchip and licensing services, adoption awareness, youth activities, community recognition, and opportunities for local organizations to showcase their work.

Rather than creating another event, Homeward Bound hopes to help make an already successful community tradition even stronger.

We also envision an annual community celebration that could recognize outstanding volunteers, first responders, working-dog teams, youth leaders, businesses, educators, veterinarians, and community partners whose dedication makes a difference for both animals and people.

Looking Toward the Future

As relationships continue to grow, Homeward Bound may also help encourage conversations about broader community planning.

One concept being explored is the establishment of a James City County Animal Advisory Committee that could provide a collaborative forum for discussing issues such as:

The long-term goal would be to strengthen communication, encourage collaboration, and identify opportunities that benefit the entire community.
