You are able to use stairs and chairs in-game. All you need to do, is to place down a stair and right-click on it. If you no longer wish to sit, you can just press shift and you'll no longer be sitting. If you wish to place multiple stair blocks on top of each other, then you also need to hold down shift to place them.
