JACKSON COUNTY  REC LEAGUE RULES

JACKSON COUNTY YOUTH BASKETBALL ASSOCIATION RULES AND BYLAWS

1: ALL NATIONAL FEDERATION BASKETBALL RULES SHALL APPLY TO THIS LEAGUE EXCEPT THOSE EXCEPTIONS DISCUSSED BEL0W

NEW FOUL RULE AND THROW IN RULE WILL NOT BE USED IN ENTIRE REC LEAGUE GAMES

2: GAMES WILL START AT 9:00 A. M. PLAYING ORDER WILL BE 3RD GRADE GIRLS, BOYS, 4TH GRADE GIRLS, BOYS, 5TH GRADE GIRLS, BOYS, 6TH GRADE GIRLS, BOYS. SCHEDULED TIMES MAY VARY IF MUTUALLY AGREED UPON BY THE AFFECTED COMMUNITY LEADERS. IF SCHOOLS DO NOT HAVE TEAMS THE GAME ORDER CAN BE SHUFFLED TO PREVENT PLAYERS FROM HAVING TO PLAY BACK TO BACK. HOME TEAMS PLEASE CONTACT VISITING TEAM TO WORK OUT DETAILS EARLY IN THE WEEK.

3: 5TH AND 6TH GRADE GAMES WILL BE PLAYED WITH REGULATION FEMALE SIZED BALLS 28.5". 3RD AND 4TH GRADE GIRLS AND BOYS WITH PLAY WITH THE YOUTH SIZED BASKETBALL (27.0 "OR 27.5")

4. GRADE 3 BOYS AND GIRLS MAY FULL COURT PRESS THE LAST QUARTER OF THE GAME UNLESS UP BY 10 POINTS. GRADE 4 GIRLS AND BOYS MAY FULL COURT PRESS THE 2ND HALF OF THE GAME UNLESS UP BY 10 POINTS. GRADE 5 AND 6 GIRLS AND BOYS MAY PRESS OR USE ANY TYPE OF DEFENSE UNLESS UP BY 20 POINTS. 3 MINUTES WILL BE PUT ON THE CLOCK FOR PREGAME WARMUPS AND HALFTIMES.

5: GRADE 3 AND 4 BOYS AND GIRLS WILL PLAY FOUR 8 MINUTE RUNNING CLOCK QUARTERS WITH THE CLOCK STOPPING THE LAST 2 MINUTES OF EACH HALF. GRADE 5 AND 6 WILL PLAY 6 MINUTE QUARTERS REGULAR AHSAA CLOCK STOPAGE. OVERTIMES WILL BE HALF OF A QUARTER OF THE GAME YOU ARE PLAYING. YOU MAY PRESS THE ENTIRE OVERTIME.

6: FREE THROWS FOR GRADES 3 AND 4 WILL BE FROM A NINE FOOT LINE. FREE THROWS FOR GRADES 5 AND 6 BOYS AND GIRLS WILL BE FROM A TWELVE FOOT LINE. ALL AGES WILL SKIP THE BOTTOM BLOCK ON FREE THROWS.

7: THREE SECOND LANE VIOLATION STARTING AT THEIR FREE THROW LINE WILL BE USED IN GRADES 5 AND 6 GIRLS AND BOYS. THE 3RD AND 4TH GRADE GIRLS AND BOYS WILL USE A FIVE SECOND LANE VIOLATION FROM THEIR FREE THROW LINE.

8: ALTERNATIVE POSSESSION WILL BE USED IN ALL GAME. THIS IS TO BE USED ON ALL JUMP BALLS AND THE INBOUND POSSESSION AT THE BEGINNING OF ALL QUARTERS.

9: DURING THE REGULAR SEASON, THE HOST TEAM SHALL FURNISH TWO OFFICIAL REFEREES FOR EACH GAME PLAYED. THE HOME TEAM WILL BE RESPONSIBLE TO FURNISHING A HELPER IF SOME REASON ONLY ONE OFFICIAL COMES.

10: 3 POINT FIELD GOALS WILL BE COUNTED AS 3 POINT SHOTS IN 6TH GRADE ONLY.

11: IF  FOR ANY REASON A GAME HAS BEEN CHANGED, IT IS THE RESPONSIBILITY FOR THE HOME TEAM TO GET IN TOUCH WITH OFFICIAL EARL LYBRAND (256-572-2228) OR OFFICIAL TERRY JOHNSON (256-572-3917) TO CANCEL THE REFEREES OR IT IS THE HOMES TEAM EXPENSE TO PAY THE REFEREES. REFEREES WILL BE PAID $35 A GAME PER OFFICIAL.

12: A COACH WHO GETS TWO TECHNICAL FOULS IS EJECTED FROM THE GAME AND WILL BE FINES $50 BY THE LEAGUE. IF THE COACH REFUSES TO LEAVE THE GAME THE COMMUNITY WILL BE FINED ANOTHER $50. THIS COULD LEAD TO A POSSIBLE TOATL OF $150 IN FINES. COACHES WILL BE PLACED ON A PROBATION FOR ONE YEAR AFTER BEING EJECTED FROM A GAME. IF THIS HAPPENS A SECOND TIME, THE COACH WILL NOT BE ALLOWED TO COACH IN THIS LEAGUE. MONEY IS PAYABLE TO THE COMMUNITY WHO THE VIOLATOR WAS PLAYING AT THE TIME OF THE TECHNICALS.

13: A TECHNICAL FOUL GOES TOWARD THE FIVE FOULS A PLAYER IS ALLOWED.

14: A COACH CAN RECEIVE TWO DIRECT OR THREE INDIRECT TECHNICAL FOUL AND HE /SHE IS OUT OF THE GAME. ALSO ASSISTANT COACH'S FOULS GO TOWARD THE HEAD COACH'S FOULS.

15: COACH'S FOULS DO NOT COUNT TOWARD THE TOTAL TEAM FOULS.

16: EACH TEAM WILL HAVE FOUR FULL TIME OUTS PER GAME.

17: IF A TEAMS FAILS TO GET BACK IN 3RD AND 4TH GRADE WHEN NOT ALLOWED TO PRESS OR IN 5TH AND 6TH GRADE WHEN LEADING BY 20+ POINTS, THE OFFICIAL WILL BLOW HIS /HER WHISTLE, COLLECT THE BALL AND THEN RETURN THE BALL TO THE PLAYER WHICH HAD IT AT THE POINT OF INTERRUPTION WHEN THE OFFICIAL FEELS THE OPPOSING TEAM HAS HAD AN OPPORTUNITY TO RESET FROM THE PAUSE IN ACTION.

18: MERCY RULE - IF A TEAM GETS 20 POINTS AHEAD, NO PRESSING. IF A TEAM GETS 30 POINTS AHEAD, THE CLOCK WILL CONTINUE TO RUN EXCEPT FOR TIMEOUTS. NO TIMEOUTS WILL BE ALLOWED IN THIS SITUATION EXCEPT TO MAKE SUBSTITUTIONS.

19: THEIR WILL BE NO UGLY TALK. THIS RULE WILL BE STRONGLY ENFORCED. A TECHNICAL FOUL CAN BE CALLED FOR THIS AND THE PERSON CAN BE EJECTED FROM THE GAME.

20: IF A PLAYER OR FAN USES FOUL LANGUAGE, THREATENS OR ASSAULTS A REFEREE OR A COACH, THEY WILL BE REMOVED FROM THE GYM AS WELL AS BANNED FROM RECREATION BASKETBALL GAMES WITHIN THE COUNTY. (POST IN GYM WEEKLY)
