BY-LAWS


ARTICLE 1

DUTIES OF OFFICERS

SECTION 1. DUTIES OF THE PRESIDENT

(A) PRESIDE AT ALL MEETINGS

(B) ACT AS CHIEF ADMINISTRATIVE OFFICER OF THE ASSOCIATION IN BUSINESS TRANSACTIONS

(C) CALL MEETINGS

(D) HE/SHE SHALL ACT AS THE CHAIRMAN OF THE ASSIGNMENT COMMITTEE

(E) ASSIGN COMMITTEE MEMBERS

(F) RESERVES THE RIGHT TO DELEGATE DUTIES AS NEEDED


SECTION 2. DUTIES OF VICE-PRESIDENT

(A) PRESIDE AT MEETINGS IN THE ABSENCE OF THE PRESIDENT

(B) HE/SHE SHALL ACT AS THE CHAIRMAN OF THE TRAINING COMMITTEE

(C) ASSIST IN THE SELECTION OF THE COMMITTEE MEMBERS

(D) OTHER DUTIES AS ASSIGNED BY THE PRESIDENT

(E) RESERVE THE RIGHT TO DELEGATE DUTIES AS NEEDED

SECTION 3. DUTIES OF BOOKING AGENT

(A) HE/SHE SHALL SERVE ON THE ASSIGNMENT COMMITTEE

(B) HE/SHE SHALL MAKE ALL EMERGENCY CHANGES TO THE SCHEDULES

(C) HE/SHE SHALL KEEP AN ACCURATE SET OF RECORDS OF THE FOLLOWING:

  • WHERE THE GAMES WERE PLAYED AND THE DATE
  • OFFICIALS THAT WORKED THE GAME
  • AMOUNT TO BE PAID TO EACH OFFICIAL
  • MAINTAIN AND FURNISH SCRATCH LIST TO EACH SCHOOL

(D) CALL ROLE AT ALL MEETINGS

(E) COLLECT AND RECORD ALL DUES

(F) SEND INVOICES TO ALL SCHOOLS

(G) COLLECT AND DEPOSIT ALL FEES AND MONIES FROM SCHOOLS

(H) PAY ALL FEES TO OFFICIALS

(I) RESERVES THE RIGHT TO DELEGATE DUTIES AS NEEDED

SECTION 4. DUTIES OF THE SECRETARY

(A) MAINTAIN MINUTES OF ALL MEETINGS

(B) NOTIFY MEMBERS OF MEETING DATES

(C) OTHER DUTIES AS ASSIGNED BY THE PRESIDENT

(D) RESERVES THE RIGHT TO DELEGATE DUTIES AS NEEDED

ARTICLE 2: COMMITTEES

SECTION 1. THE COMMITTEES OF THIS ASSOCIATION WILL BE AS FOLLOWS AND ADHERE TO DIRECTION FROM THE AHSAA

(A) MEMBERSHIP COMMITTEE

(B) TRAINING COMMITTEE

(C) ASSIGNMENT COMMITTEE

(D) GRIEVANCE COMMITTEE

(E) ETHICS COMMITTEE

ARTICLE 3: MEMBERSHIP

SECTION 1. NEW MEMBERS

(A) NEW MEMBERS ARE OFFICIALS WHO WERE NOT A MEMBER OF THIS ASSOCIATION THE PREVIOUS BASKETBALL SEASON

(B) NEW MEMBERS ARE REQUIRED TO ATTEND ANY ADDITIONAL MEETINGS AND/OR TRAINING SESSIONS DEEMED NECESSARY

(C) NEW MEMBERS ARE ACCEPTED INTO THIS ASSOCIATION AS PROBATIONARY MEMBERS FROM SEASON TO SEASON. UPON COMPLETION OF ONE SEASON, PROBATIONARY MEMBERS ARE SUBJECT TO A VOTE FOR ASSOCIATE MEMBERSHIP. ASSOCIATE MEMBERS ARE SUBJECT TO A VOTE FOR ACTIVE MEMBERSHIP WITH FULL VOTING PRIVILEGES.

(D) MEMBERS TRANSFERRING IN FROM ANOTHER RECOGNIZED ASSOCIATION WILL BE VOTED ON FOLLOWING ONE SEASON WITH THE TENNESSEE VALLEY BASKETBALL OFFICIALS ASSOCIATION.

ARTICLE 4: TERMINATION OF MEMBERSHIP

SECTION 1. ANY MEMBER WHO BRINGS DISCREDIT UPON THIS ASSOCIATION, ANOTHER MEMBER OF THIS ASSOCIATION, OR THE GAME OF BASKETBALL, MAY BE SUSPENDED OR HAVE THEIR MEMBERSHIP IN THIS ASSOCIATION TERMINATED. ANY MEMBER WHO WITNESSES SUCH CONDUCT SHALL BE OBLIGATED TO REPORT THIS CONDUCT TO THE GOVERNING BOARD.

(A) A MEMBER CHARGED WITH AN INFRACTION SHALL HAVE A RIGHT TO BE HEARD IN PERSON, OR BY WRITTEN STATEMENT BY HIM/HER. THE MEMBER SHALL BE NOTIFIED OF THE CHARGE OR CHARGES AGAINST HIM/HER. ALSO THE DATE, TIME AND PLACE OF THE HEARING.

(B) REPEATED ACTS OF INCIDENTS OR THE FAILURE TO COMPLETE THE ASSIGNED GAMES IN A SATISFACTORY MANNER IS GROUNDS FOR TERMINATION OF MEMBERSHIP IN THIS ASSOCIATION.

ARTICLE 5: MEETING

SECTION 1. THE FOLLOWING ARE EXCUSED REASON TO MISS MEETINGS BY NOT LIMITED TO:

(A) CHURCH

(B) WORK

(C) SICKNESS

(D) DEATH

ARTICLE 6: INDEPENDENT CONTRACTORS

SECTION 1. ALL MEMBERS OF THIS ASSOCIATION ARE INDEPENDENT CONTRACTORS WITH INDIVIDUAL SCHOOLS THROUGH A MUTUAL ASSOCIATION. ANY TAXES DUE ON THE MONIES COLLECTED ARE THE RESPONSIBILITY OF THE INDIVIDUALS. ALL FEES ARE COLLECTED AND PAID THROUGH THE ASSOCIATION FOR ADMINISTRATIVE PURPOSES ONLY. IN NO WAY DO THE OFFICIALS IN THIS ASSOCIATION WORK FOR THIS ASSOCIATION.
