These three letters are extra letters of the Tuvan alphabet. They are so popular that you can find them in front of the National museum in Kyzyl (see the photo above).

This is a sign indicating that the village of Мөген-Бүрен is on your way. And the snow leopard is the village symbol since snow leopards live in the surrounding mountains.
Өргүл means donation. This is a metal box for donations. You can see these boxes next to Buddhist churches, stupas, or healing springs.
Kирип моорлаӊар means "Welcome!" Мөӊгүн-Тайга is the name of one of the districts in Tuva. This kind of signs can be found at the borders of each district.
