BSA is a primarily youth-led program; however, the adult leaders still do a lot of work so the troop can continue to run. Adult leaders have responsibility to ensure the safety of all scouts. They are responsible for overseeing the scouts and intervening when deemed necessary. Adult leaders are also around for scouts if they need support, guidance, or help.
