Resuming Production in KJO
Honored Guests,
Assalamu Alaikum,
All praise be to the Almighty Allah, Who said in His holy Quran, "And say, 'Do as you will, for Allah will see your deeds, and so will His Messenger and the believers.'" Peace and blessings be upon the last Prophet, Mohammad, and all of his companions, who said, "Allah loves that when one of you performs a job, to do it perfectly."
Today, we celebrate the first annual anniversary of resuming production in KJO, a year filled with hard work and dedication. This year has yielded exceptional achievements in various areas, thanks to the guidance of Allah, your cooperation, teamwork, and dedication toward achieving our goals, implementing plans and programs, complying with safety standards and measures, and preserving the environment and health.
We, at KJO, are extremely proud of our human resources. We firmly believe that they are the crucial element in making success and achieving our goals. No plans could be prepared, nor tasks accomplished, without their support and dedication.
I am pleased today to commend the special achievements of the Operation Readiness Assurance Team (ORA), the safety team, and all KJO Departments. All of you showed remarkable collaboration in resuming production within, and even sooner than, the deadline. Your concerted efforts, dedication, and firm determination contributed to this outstanding success.
As you are aware, cooperation is one of the most crucial factors for success. However, cooperation could never be fruitful without clear goals, accurate plans, close coordination, and specialized, skillful work teams to ensure tasks are performed perfectly.
The challenges were not easy, but our determination was firm. Despite the Covid-19 pandemic, adverse circumstances, and special precautionary measures, KJO managed to carry on its operations and continue production smoothly, in full compliance with the recommendations of the Ministry of Energy and the Ministry of Health. Not only that, KJO also demonstrated remarkable performance in applying its preventive measures and plans, which were ultimately translated into great success, thanks to the high awareness of our human resources and their strict compliance with recommendations and implementation of plans and programs.
We remember such great achievements with pride and glory, and we look forward to even more outstanding performance. We have full confidence in KJO's dedicated human resources, their skills, experience, and above all, their firm determination to achieve our goals. We are proud of them, and we will continue to move forward with them in the new year toward even greater achievements, under the blessings of the Almighty Allah.

Al-Khafji Joint Operations (KJO) is a joint operating agreement between Aramco Gulf Operations Company (AGOC), representing the Kingdom of Saudi Arabia, and Kuwait Gulf Oil Company (KGOC), representing the State of Kuwait, for conducting offshore and onshore oil and gas exploration and production activities in the Neutral Divided Zone.
The history of KJO goes back to February 1957, when the Kingdom of Saudi Arabia signed a concession agreement with the Japanese Arabian Oil Company (AOC), represented by the entrepreneur Taro Yamashita, to explore oil in the Divided Zone, followed by a similar agreement with Kuwait in July 1958. After discovering oil in commercial quantities, the first oil shipment was made in April 1961, from the base of Operations at Al-Khafji.
Following the end AOC concession agreement in February 2000, the two national operators; AGOC and KGOC, singed the joint operations agreement (KJOA), to take over, represent and manage the shares of Saudi Arabia and Kuwait in the Divided Zone.
From that moment, KJO developed an integrated development plan and upgraded its onshore and offshore facilities.
KJO nowadays is pursuing the highest levels of operational excellence and adopts the latest technologies in carrying out its operations, together with maintaining the best standards of health, safety and environment, as well as honoring its social responsibility toward the local community.

In 1922, His Majesty King Abdulaziz bin Saud and Sheikh Ahmad Al Jaber Al Sabah agreed to establish the Neutral Divided Zone on the borders of KSA and Kuwait. In 1953, the two countries agreed to share the revenues and riches of the divided zone evenly.
In February 1957, the Saudi Government signed an agreement with the Japanese entrepreneur Taro Yamashita to explore oil in the Divided Zone. In 1958 the Arabian Japanese Oil Company (AOC) was founded. In July 1958 Yamashita succeeded in signing a similar concession agreement with Kuwait Government.
Equipment have been brought from different parts of the world to start drilling and exploration operations. In 1959, the first oil well was discovered in Al-Khafji Oil Field.
The year 1960 witnessed the start of oil production in commercial Quantiles. In August 1960, Ras Al-Khafji was selected as the company`s headquarters, where preparations for building production platforms, administrative offices, employees housing and all the facilities started.
In April 1961, His Majesty King Saud bin Abdulaziz and His Highness Sheikh Abdullah Al Salem Al Sabah witnessed the inauguration of the first oil shipment from Khafji.
Since then, the Japanese Company started its works in Khafji benefitting from the abilities and privileges provided to them. At the onset of building Al Khafji City, citizens of both countries started to work or to reside, which was the first building block of this promising city.
On the 27th of February, 2000, the agreement of the Japanese Company with the Saudi Government ended. On the 28th of February, 2000. Aramco Gulf Operations (AGOC) was established. The Saudi Aramco owned company was founded to manage the share of KSA.
On April 1, 2000, the agreement of Joint Operation was signed between AGOC and the representative of Kuwait AOC.
On February 8, 2002, Kuwait Gulf Oil Company (KGOC) was established. On January 4, 2003, AOC`s concession with Kuwait ended. And On January 5, 2003, KGOC took over of Kuwait`s share.
Khafji Joint Operations (KJO) started to develop an integrated development plan for all its facilities to achieve its objectives and aspirations. One of the most important elements of this plan was to develop and upgrade production facilities in the submerged area, where integrated flow stations and new control systems were installed in offshore fields with a production capacity of more than 300,000 barrel a day, in addition to Al Durra field which has not been developed yet.
Onshore facilities for oil processing have also been rehabilitated, and since the oil industry is based primarily on technology, KJO employed the latest technical applications to manage its operations.
To keep up with the ongoing development, the business area and the main office have been built to create a practical environment for its employees to work in a comfortable working conditions. In addition, the residential neighborhood for families was built with integrated services, a sea front, green areas, mosques and playgrounds.
For the sake of security of KJO an advanced security system was built to protect its installations and personnel. Also, an automated tracking system for all marine ships was installed. The application of the highest standards of safety and environmental protection was given a special care by KJO.

The National Day is a Day of Glory and Pride
The 90th anniversary of the National Day of the Kingdom of Saudi Arabia arrives as every part of the Kingdom shines with glory. All citizens are united under the wise leadership of the Custodian of the Two Holy Mosques, King Salman Bin Abdul Aziz, may Allah preserve him, and his loyal Crown Prince, H.R.H. Prince Mohammad Bin Salman, may Allah preserve him. The people of the Kingdom are proud of this blessed and generous nation.
On this joyous occasion, I extend my warmest congratulations, on behalf of my colleagues in JOC and KJO, to the Custodian of the Two Holy Mosques, King Salman Bin Abdul Aziz Al Saud, to his Crown Prince, H.R.H. Prince Mohammad Bin Salman Al Saud, may Allah preserve them both, and to our wise government and all Saudi people.
Allah the Almighty has blessed the Kingdom with wise leadership and loyal citizens. It is truly a source of pride for the Saudi people to celebrate the National Day—the day of glory and honor. With each anniversary, the Saudi people take pride in this occasion and recognize the outstanding achievements of the Kingdom across all fields.
Today marks the 90th anniversary of National Day, a moment to remember the epic tales of glory written by the Kingdom’s Founder and his dedicated people. He transformed the country from division and discord into unity and consolidation, from ignorance into knowledge, and from poverty into prosperity.
We also recall the speech of the Kingdom’s Founder, the late King Abdul Aziz bin Abdul Rahman Al Saud, may Allah have mercy on him, in which he announced to his people and the world the unification of the country under the flag of monotheism. He dedicated his entire life to keeping it high. He established a great and strong country, enhancing unity under the light of the Holy Quran and the Sunnah of His Prophet, Mohammad (peace be upon him). He guided his people toward knowledge and development, and all his righteous sons followed in his steps. As a result, the country has continued to achieve great advancements, and the Saudi people have enjoyed greater prosperity.

At the beginning of my message, I would like to extend my sincere thanks to all for their devoted efforts, which indeed yielded more and more accomplishments during the previous period. Thanks to such efforts, KJO has successfully achieved most of the targeted goals; on the top of which completing most of the environmental requirements. In this regard, it gives me a great honor to invite you to view a comprehensive overview about KJO through its online portal. It really reflects the dedication and fruitful efforts exerted by KJO employees toward promoting the quality of work to the highest standards.
On January 4th, 2003, Khafji Joint Operations (KJO) was founded through a unique partnership between the brothers in Aramco Gulf Operations (AGOC) and Kuwait Gulf Oil Company (KGOC). Through such partnership, KJO proved its commitment toward materializing the ambitions of the two shareholders and fostered such unique mutual relation between them. To that end, KJO followed accurate plans covering all business aspects and facilities, implemented them as a continuous process and exerted unwearied efforts for achieving the sustainable development. As for its most valuable asset, KJO took special care of its human resources, enhanced their skills and developed their expertise through comprehensive training and development programs. Technically, KJO has applied the best mechanisms, arranged the right environment, provided state-of-art equipment and machines, and adopted the latest technologies in all business processes.
KJO and its employees have demonstrated concrete and tireless determination to overcome all serious challenges with high sense of dedication, commitment and creativity. السلام عليكم ورحمة الله وبركاته
رسمت عمليات الخفجي المشتركة في يوم الأربعاء 28 ربيع الثاني 1441هـ الموافق 25 ديسمبر 2019 م صفحة مضيئة في سجل تاريخ الخفجي، ففي هذا اليوم التاريخي أطلق صاحب السمو الملكي الأمير عبد العزيز بن سلمان بن عبد العزيز ، وزير الطاقةالسعودي، ومعالي الدكتور خالد علي الفاضل، وزير النفط، ووزير الكهرباء والماء الكويتي، وبحضور صاحب السمو الملكي الأمير أحمد بن فهد بن سلمان، نائب أمير المنطقة الشرقية شارة بدء العد التنازلي لاستئناف الإنتاج في عمليات الخفجي المشتركة.
يسرني بهذه المناسبة تهنئكم جميعًا نيابة عن زملائي أعضاء اللجنة التشغيلية المشتركة على هذا الحدث التاريخي الذي أنتم نجومه، كما أشكركم جزيل الشكر على ما بذلتموه من جهود حثيثة وعمل دؤوب في المحافظة على الأصول الثابتة، وإنجاز المشاريع، وتحقيق جاهزية المرافق لاستئناف عمليات الإنتاج بشكل آمن ومتوافق مع المتطلبات البيئية.
إن هذا الإنجاز الكبير قد تحقق بفضل الله وتوفيقه، ثم روح الفريق والكفاءة الفنية والمهنية العالية التي تميز بها فريق عمليات الخفجي المشتركة، والتكامل الفعال مع شركائنا من ملاك ومقاولين وموردين وغيرهم.
وفي هذا السياق أود أن أشدد على ضرورة التقيد التام بكافة متطلبات السلامة، والحفاظ على البيئة في جميع خطوات أعمال الإعداد للتشغيل وخلال جميع مراحل الإنتاج المختلفة، كما أهيب بكم زملائي الأعزاء بذل قصارى جهودكم؛ لإنجاز الأعمال بشكل متقن، والالتزام كما عهدناكم بأخلاقيات العمل والقيم المهنية.

Based on its social responsibility, AGOC has established a home ownership project in the Prince Fahad Bin Salman neighborhood, which can accommodate up to 800 full-service housing units with seven exemplary schools, a supermarket and a large mosque. Also, AGOC provided loans to its staff to build their houses. In addition, five other exemplary schools were established by KJO in downtown Khafji.
AGOC is launching social responsibility programs to support the development and improvement of Khafji public facilities, sponsorship of various cultural and educational programs, and support for charities in Khafji, Hafr Al Batin, Nairiya and Qariya Al Ulaya.
The youth have been given the utmost care by AGOC, which signed a memorandum of understanding with the Technical and Vocational Training Corporation under the patronage of the Ministry of Energy, Industry and Mineral Resources to establish the Saudi Petroleum Services Polytechnic. The institute was inaugurated by His Royal Highness Prince Saud bin Naif during his visit to Khafji on October 3, 2013.
KJO contributed to supporting Nairiya Spring Annual Festival and Kuluna Al-Kafji Annual Festival as well, as the summer club, and equestrian field, which was rated first among all the fields in KSA and won second place in the championship held in 2017.

بالنيابة عن المدير التنفيذي للعمليات، وكبادرة شكر وتقدير، يسرنا إهداء شارة الشرف بلقب "عضو في الخط الأمامي لمواجهة الأزمة في عمليات الخفجي المشتركة" لأصحاب المهام الريادية في إدارة العمليات ومساندتها والذين تنطبق عليهم معايير الحضور إلى العمل والأداء الجيد. وقد تم إطلاق هذه المبادرة للتعبير عن عميق تقديرنا لكافة العاملين في الخطوط الأمامية في مواجهة الأزمة والذين بذلوا جهوداً عظيمة وقاموا بإدارة العمليات اليومية بكل كفاءة خلال الفترة السابقة. وستظل هذه الجهود المخلصة والأعمال الاستثنائية وسام شرف ومثال للقيادة الحقيقية خلال الأزمات لما تقدمه من مساهمة كبيرة في مواجهة التحديات والمحافظة على سمعة ومكانة عمليات الخفجي المشتركة في أبهى صورها.
لقد أبلى عاملينا الرياديين في الخطوط الأمامية خلال الأزمة بلاءاً حسناً في تقديم الإسناد اللازم والاستجابة السريعة لعمليات الإنتاج في عمليات الخفجي المشتركة بما ينسجم مع كافة تدابير السلامة وواصلوا بذل تلك الجهود منذ تاريخ بداية التشغيل في 21 فبراير 2020 حتى تاريخه وخارج أيام العمل، مما اضطرهم للالتفات عن ضروريات الحياة (الشخصية والعائلية) لضمان مصلحة الشركة وامتثال قيمها في مواجهة جائحة فيروس كورونا المستجد COVID-19.

A/C-JOC Inspects Khafji Pilot Well No. 11
On Tuesday, September 29th, 2020, A/C-JOC, EDO Eng. Abdullah A. Al-Otaibi paid an inspection visit to Khafji Pilot Well No. 11 and was received by EDD Reservoir Division Superintendent, Eng. Abdullah Al-Fawaz, and the team members.
Al-Otaibi observed the use of the fracking technique for the layers of the Burgan Reservoir, which is being applied for the first time in KJO history, to dispose of the by-product water in accordance with SASO standards and other applicable standards and quality requirements.
Al-Otaibi emphasized to the EDD staff that safety is the highest priority when handling operations. He urged everyone to carry out their tasks accurately, in order to achieve the highest levels of safety and occupational health in this project, as well as meet quality international standards and specifications, ultimately completing the project on time.
Al-Otaibi wished the team continued success and commended the significant technological preparations used in executing the project, as well as the availability of all necessary equipment and machines for completion.
It is worth mentioning that the successful completion of this well is deemed the first step towards drilling similar wells, which in turn will enable KJO to meet the requirements of sustainable development and a safe and stable environment by providing sufficient wells to dispose of the by-product water.
