The first component of the Project is about increasing the technical and institutional capacity of Provincial Directorates and Central Units of the Ministry and Fisheries Producer Groups.

The main goals are:

• Technical and institutional capacity of provincial directorates and central units of the Ministry and Producer Groups increased.
• Guidelines drawn up for the provincial directorates on the monitoring and control of producers.
• Guidelines on the set-up of producer organisations.

This project is made up of these activities:

• Activity 1.1: Preparation of guidelines laying down rules and advices for monitoring and controlling the Producer Organisations.
• Activity 1.2: Preparation of guidelines laying down rules for setting up Producer Organisations.
• Activity 1.3: Organisation of Training of Trainers on Fishery Producer Organisations of 65 Provincial Directorates officials and Central Units of MoAF staff.
• Activity 1.4: Increase the technical and theoretical knowledge on Fish Marketing and Fisheries Organisations of Turkish officials.
• Activity 1.5: Increase the technical and institutional capacity of 25 Producer Groups (5 provinces).
• Activity 1.6: Developmentof measures by the CMO.
• Activity 1.7: Three Study visits to Spain.
• Activity 1.8: Two internships to Spain.
