Twinning is a European Union instrument for institutional cooperation between the public administrations of EU Member States and the beneficiary or partner countries.
The objective of the Twinning Projects is to ensure that the candidate countries observe the best practices in the accession period and to help these countries in implementing the “acquis communautaire” aligned with EU standards and legislation.
