As an NPO, to alter the constitution, we must have any amendment approved by a vote of the executive board first.

Next, it must be approved by the chapter at our annual State of the Chapter (our Annual General Meeting or AGM in NPO parlance).

Finally, it must be voted upon by JALT at an Executive Board Meeting (EBM), typically held in February, June, and November.
