In the running phase the speed at which a theme is being applied may be a major issue. It's important for the end users that the themes be applied as quickly as possible when they command to do so. Progress was made in version 3.0, thanks to an improvement on LL's side, regarding notecard reading speed, but you may want your themes to be even faster.

Preloaders are a feature that was introduced in Theme-O-Matic to dramatically increase the speed at which a theme may be activated. In this chapter we will discuss the principles of preloaders and how to configure and use them with your themes.

Preloaders remain an entirely optionnal feature, and there is no difference between a theme being activated through a preloader or directly from the T-O-M Core (notecard or LSD)... except speed!
