Raul Bacas, President

Raul hails from Cagayan De Oro City, Mindanao. He joined the US Navy in 1972 and retired in 1995. The US Navy flew him directly from Subic to San Diego in 1972. He traveled all over this country with the Navy: San Diego; Charleston; Great Lakes, IL; Norfolk, VA; and lastly in Bremerton. He joined the Fil-Am of Kitsap in 1988. Five years ago, he started a karaoke business called Karaoke Store. That business is now gone, but he still KJs and DJs so if you mention this site, he'll give you a discount! Virgil Valdez, Grant & Event Director & Building Rental Manager

Virgil was born in Okinawa, Japan, but raised in Pangasinan where he was a CPA. He came to the US in 1990 and joined the Fil-Am of Kitsap in 1991. Poulsbo has been his home for 27 years! Elmer Alba, Facility Manager, Membership Director, Past-President

Elmer was born in Nabua, Camarines Sur. He studied pre-engineering at the University of St. Anthony in Igira City. He retired from the US Navy as a Machinist, Navy Recruiter, and Navy Instructor. A graduate of Olympic College in Technical Arts and Design with an emphasis in Autocad, Elmer presently serves as Facility Manager, Membership Director, and was president 2000-2002. Estela Jakobsson, Treasurer

Estela comes from Cagayan De Oro City. She's an alumna of Lourdes College with a BS in Education. She taught math and science for 14 years has also worked as a clerk in the city of Cagayan De Oro. In 1986, she came to California to visit her sister, but she met Carl and married him. In 1997, they moved to Kitsap County and she worked at the Bangor Child Development Center until she retired. She has served as treasurer for 4 presidents here at the Fil-Am. She's a FABULOUS cook and baker. We are VERY lucky at the board meetings. No joke. You may reach her at or (360) 471-4375.

Ding T. Acacio, Advisor, Past-President

Ding, F.B.I. -- Full Blooded Ilocano, was the 33rd president of the Filipino-American Community of Kitsap County. He worked and retired after 43 years with the federal government. Presently, he has been helping out doing whatever he can with our community. Using his connections in the community at large, he and his wife Lita procured grant monies, chairs, round tables, and a commercial refrigerator from Port Madison Enterprises for the center. We need everybody so come on out, join us, and HAVE FUN!

Lita Acacio, Advisor

Lita, a G.I. -- Genuine Ilocano, came from the Philippines to join her husband in 1962 in Honolulu, Hawaii which is also where her parents were. Because her husband was in the service, she has traveled the world. They decided to retire in Bremerton though Honolulu was a close second. She got a job working for 30 years in banking at Great Northwest, Washington Mutual, and then Chase. Like her husband, she became active with Fil-Am and now is active in helping keep up the Filipino-American Community Center because it is the pride of our community to have a building.

Fe Lozano, Advisor

Fe is the former First Lady of the Fil-Am Association of Kitsap as her husband is Past-President Pablo Lozano. She and her husband have five children and five grandchildren. She went to school in La Consolacion Academy where she graduated Salutatorian and went on to earn her BS in Commerce, major in Economics, and graduated Cum Laude at University of St. Anthony, Iriga City. She was chosen as Miss University Coed. After 20 years of being a housewife and a stay-home mother, she went back to school and earned her BS in Nursing where she placed 19th out of 32,000 examinees in the Philippine Nursing Board National Exams. She went on to a 20 year career as a nurse in Bremerton, WA. She enjoys volunteering, gardening, sewing, traveling and visiting with family. She presently oversees her realty business ventures.

Elvie Gonzales, Advisor

Elvie earned her BSN in 1956 at the University of Santo Tomas in Manila, Philippines. She's been an American citizen since 1962 after immigrating here in 1959. She retired from nursing after a 58 year career, 24 years of those at the Naval Hospital in Bremerton. She is a prolific crochet artist and enjoys gardening. She is active in the Pacific Northwest Ilocandia Association, the Visayan Club of Kitsap County, and the Filipino Women's Club of Kitsap County for which she was a founding member. She is an avid fan of murder mysteries so if you ever need to bury a body, she's the one to call.

Carl Jakobsson, Press Relations Director

Carl was born in New York City and graduated from Columbia University with a degree in Civil Engineering. He served 2 years in the Navy in the 1960s. He retired from civilian employment for the Navy in 2008 at Bangor. He married into the Cagayans of Los Angles in 1987, when Estela, our perennial treasurer, became his wife. Since 2012, Carl has served on the board of the Fil-Am. He's also a member of the NAACP and is currently serving as the chairman for both their Political Action Committee at the local level and the International Relations Committee at the state level. Tess Bolosan, New Initiatives Director, Webmaster, Social Media Manager

Tess Bolosan is second generation Filipina-American on her mother's side and third generation on her father's. She grew up in Hawaii and attended University of Washington to earn her BSN. Now she is a freelance editor, writer, and facilitator. She has presented and authored eight training programs on diversity and inclusion; and leads trainings for School's Out Washington. Tess has raised a son, two daughters, and her most favored child, Holly the rat terrier, on Bainbridge Island where she is an active member of the Filipino American Community of Bainbridge Island and Vicinity.
