To aid agents in their fight to not spread the COVID-19 virus across the globe any faster, a passcode (R8PerDcxb10) was provided to get this Tessera.
Agents had to post as many screenshots as possible within 2 hours, to give extra time to solve the 'linked' Tessera Dreamer Archetype.
The passcode server jammed, and PAC provided the Agents with 2 more codes (R8PerDcxb10n, R8PerDcxb10nnn) and gave them another hour and a half (until 20:30 UTC) to post their screenshots.
Over 100 screenshots were shared, which made the prediction window for the next Tessera 30 minutes longer.

Searching on google for historic waterpumps, quickly leads to the Dr. John Snow memorial pump. The clue shows a backdrop of snow.
The portal image confirms the clues we got.

The text in the middle is about the Bureau of Child Hygiene of the Health Department of New York, established by Sara Josephine Baker. In the top we see 'last name' pointing to ggdaa fgggf afgax agg. Decode with ADFGX and regular alphabet-J, using Baker as keyword, the solution is doctorate. Sara Baker became the first woman to receive a doctorate in public health, at the New York University School of Medicine. At that location are several portals, of which one is Spot, a Dalmatian balancing a taxi on his nose. This matches the Dalmatian in the clue.

Using a Polybius cipher, this gives egyetemszobor, which translated from Hungarian to English gives us "university statue" which is a hint to what the portal is.
The image refers to the safe practice of hand washing, which was first pioneered in the 19th century by Ignaz Semmelweis, a Hungarian physician and scientist. Semmelweis's work on hand hygiene was the cornerstone of infection prevention.

The picture depicts a scene of an underwater shipwreck with two Victoria Crosses floating in the water. Surrounding the picture is a gilded frame featuring leafs and the word "Remember" adorned along the top, suggesting that the target portal may be a memorial of some kind. In the bottom left corner of the frame are the roman numerals MMVII (2007).
From the Devra Bogdanovich is Recruited video which was released as part of the Tessera directly preceding this one, ADA responses to Wendy's question asking what the name "Dunraven" means with ADA stating "The HMS Dunraven was a Q-ship that sank during the first World War."
The HMS Dunraven was disguised as a merchant ship and was intercepted by a German submarine (UC-71) on 8 August 1917 in the Bay of Biscay, which subsequently attacked the ship revealing its true identity. The Dunraven was sunk two days later as it was being towed towards Plymouth.
In recognition of valor "in the presence of the enemy", two Victoria Crosses were awarded, one to the ship's First Lieutenant, Lt. Charles George Bonner RNR, and the other, by ballot, to a gunlayer, Petty Officer Ernest Herbert Pitcher.
Bonner was born and had his ashes buried at St Mary's Church in Aldridge, England. Subsequently, in 2007 a commemorative plaque was unveiled at the Aldridge Victoria Cross War Memorial, dedicating Bonner's life, bravery and achievements which are also specifically celebrated in the annual Remembrance Day parade.
The Aldridge Victoria Cross War Memorial is located outside St Mary's Church and is also depicted in the background of the image, behind the stingray. Its portal name was identified as the solution to the puzzle.
Additionally, the stingray may represent the Dunraven sinking whilst it was being towed (represented by the line attached to the stingray), as the stingray itself is motioning towards the bottom of the ocean. Stingrays are also said to be seen at the physical wreck of the HMS Dunraven.
The gilded frame and motif of the image may be representative of the painting of "HMS Dunraven" by Charles Pears (featured on the Wikipedia page).
The gilded leaves along the frame are from Alder trees. The earliest recorded name of the town of Aldridge is "Alrewic", which may have originated from an abundance of Alder trees in the area. The image metadata gives us the clue "What did you keep?" Which from the video and hints that were released directly before this puzzle (Optima Ultimatum) was suggested as being a motto, more specifically, the motto of Nemesis: Join Our Ranks.
The painting is a modified version of "Fields of Tulip With The Rijnsburg Windmill" (1886) by Claude Monet, whom was captivated by the Dutch landscape, with its windmills and bulb-fields, and produced five paintings of them.
