Maybe it's better to reduce the Stronghold income?
Ability: You start the game with only the Stronghold. You may only place the Stronghold after all the other players have built all of their starting Structures (including the Nomads’ 3rd Dwelling). You can have only 1 Town during the whole game, but unlike other factions, you will be able to grow that Town to gain new Town tiles. After you have founded a Town, to found a Town again, you must make structures directly adjacent to that Town instead of founding a new Town. The power values of the structures must bring the total power value of that Town to at least to 7X, where X is the number of Town tiles you own plus 1. If you have 2-Fire Favor tile, it becomes 6X. All other rules for founding a Town apply, including taking Town tiles. Of course, you may build Bridges as usual.
SH Ability: As an Action, you may place 1 Priest on a River space directly adjacent to 1 of your Structures (Ivit pillar). Placing Ivit pillar does not count as a build action; no VP or power can be gained from it. Structures that are directly adjacent to Ivit pillars are considered to be connected for Founding a Town and Area scoring. And Ivits pillar can be the starting point for "Transform and Build" action.
SA ability: After building the Sanctuary, each Ivit pillar has 1 Power value for Founding a Town.
