Research is about being empirical. It is basically done to understand the world around us or why things or process work the way they do and to understand the applications of these processes. The procedure used should be described in sufficient detail to permit another researcher to repeat the research for further advancement. A good research design minimises bias and maximises the reliability.
Evaluation is about drawing evaluative conclusions about quality. Its purpose is to make judgments about a specific program, to improve its effectiveness, and/or to inform programming decisions. A good evaluation allows to improve the design and the implementation of a program.
Both aim to answer some questions in a systematic way.
Depending on the scope of the evaluation, the individual steps of the cycle may be more detailed.
