As a community, we pledge towork with one another to resolve any problems that arise. We hope you enjoy our serenesurroundings.In order to maintain our treasured quality of life, we ask that you observe the following Rules& Regulations while enjoying Westways. Westways Rules & Regulations I. GeneralA. It is an owner’s responsibility to post these regulations in his or her house, to provide acopy of them to renters/guests prior to their stay at Westways, and to ensure thatrenters/guests adhere to these regulations.B. The Westways Maintenance Corporation (WMC) requests that the total number ofrenters occupying any property at any time be limited to 12 (excluding children underthe age of 5) in order to minimize the impact on the common areas and sharedfacilities. WMC also requests that owners register the schedules for their summerrenters and guests with the Westways Secretary prior to the summer season.The occupancy limit for our home is_________.C. The maximum allowable speed on all roads is 15 mph. Please adhere to it strictly.Many people, including children, walk on our roads.D. The following are not permitted at Westways:• Gasoline powered snowmobiles, motor bikes, motor carts, all terrain vehicles,personal water craft (Jet Skis), and similar noisy conveyances• Trailers, mobile homes and tents (except for recreational tents for the use ofchildren sixteen (16) years of age and younger, which may be erected and usedon the owner’s parcel for periods not to exceed two (2) consecutive nights).• Smoking in any common Westways building• Open fires; except for small and carefully-monitored campfires in thedesignated fire pit at the south dock area only. Even these campfires, however,pose a real threat to Westways property and require extraordinary attentiveness.Campfires are prohibited in windy conditions or when the forest fire danger ishigh (check the local newspapers or contact the Lovell Fire Department). Priorto burning, water buckets must be filled and kept near the fire at all times. Whileburning, fires must be attended at all times, and they must be put outcompletely by thoroughly dousing with water before being abandoned. Thearea around the fire pit should always be free of debris, and this area should bechecked carefully before lighting and after dousing any campfire.• The use of fireworks, except property owners may use fireworks on the 4th ofJuly, at the ball field or helipad. II. Dogs and PetsA. Owners are responsible for their pets. Owners must keep their dogs leashed or underdirect supervision and voice control at all times. If you have an aggressive dog, it mustbe leashed at all times. If you have a dog, please assume that any droppings are fromyour dog, and clean them up.B. During the months of July and August, dogs must be leashed at all times while at thebeach area between the hours of 10am to 5pm, while others are present. III. WaterfrontMILFOIL WARNING: NO BOAT MAY BE LAUNCHED FROM WESTWAYSPROPERTY BEFORE THAT BOAT, ITS MOTOR OR OUTDRIVE, ANDTRAILER HAVE BEEN THOROUGHLY WASHED FREE OF, AND CHECKEDFOR, WEEDS AND OTHER AQUATIC PLANTS. Milfoil, an extremely invasiveaquatic plant is choking New England’s lakes and waterways. This is an emergencysituation. Maine has state penalties for the transportation of milfoil.A. No motorboat may be launched on Kezar Lake without a current Maine MilfoilSticker. Stickers may be obtained at the Lovell Town Office. Only owners’ boats maybe launched from the Westways boat ramp.B. Enjoy the waterfront safely. The Coast Guard and the state of Maine require that allboats be equipped with proper life jackets. The lake is patrolled, and failure to complywith Maine’s boating laws may result in substantial fines.C. Maine’s boating laws mandate a slow speed zone (headway speed only - no wake)extending 200 feet out from the shoreline including islands. Launching water-skiersfrom the docks and swim platforms is not permitted.D. Swimmers frequently swim from the docks and floats. Swimmers also frequently dolaps parallel to the shore or swim across the lake. Boaters must be on the lookout for,and yield to, swimmers at all times.E. No boats are permitted at the swim-only dock, swim floats or in any beach area.F. The water can be shallow around the docks and swim platforms. Diving is at theswimmer's risk.G. Jet skis and similar personal watercraft are not welcome on Kezar Lake. They may notbe launched from any point on the Westways shoreline, moored on any Westwaysdocks or stored on Westways common property.H. You may dock a boat at any of five Westways docks: the northernmost, the northcentral, the central, the south beach, and the south docks. These are also common areasfor swimming, fishing and recreation available to all Westways members, guests andrenters. Each house has been assigned a preferred dock for boating in order to balanceusage across the common property. It is recommended that your assigned dock bethe predominant dock of use for mooring and tie-up.I. You may dock or moor only one powerboat or sailboat at Westways per owned votinglot. For clarification, since each voting lot is permitted to dock or moor only oneboat per such lot, if a Renter brings a boat to Westways, during the term of suchrental use the Owner of the rented property would be required to remove their boatfrom Westways waters; unless such Owner owns multiple lots, in which case theOwner can dock or moor additional boat(s), up to one boat for each unrented lot.Additional boats, canoes, and kayaks may be launched for use but not left in thewater if they are occupying dock space needed by others. The face (western edge) ofeach dock is for very short-term tie-up due to potential wind damage to the dock, andthe owner must remain with the boat. All dock spaces are intended for short term tie-up.As there are only a limited number of boat slips available, floats are not permitted tobe tied or docked at the docks.J. The Westways dock slips are not designed to accommodate pontoon boats. Therefore,pontoon boats are not to be docked on Westways docks. Pontoon boats may use theface (western edge) of each dock temporarly, such as for loading and unloading ofpassengers, but the driver must remain with the pontoon boat during such temporaryusage.Pontoon boats may be moored on appropriate moorings, provided such mooringsare at least 10 feet from any Westways dock or swim dock.K. Boats should not occupy common dock space for an extended period of time withoutusage, and should be placed on a mooring in order to allow equal use of dock space toothers for swimming and boating.L. The watercraft stored on the boat racks are the private property of their owners.Westways Maintenance Corporation does not supply watercraft to owners, renters orguests. If it is not yours, please do not use it. All canoes, kayaks, rubber rafts, andsimilar watercraft, which are permitted at Westways, are to be returned to a boat rackafter use and not left in a slip or on the shoreline or beach front at the end of the day.When left at the dock they get banged up by the wind and occupy space needed bylarger boats.M. The docks must be kept clear for their use and safety. Do not leave canoes, kayaks,chairs or other beach equipment on the docks.N. Parking places are available at the cul-de-sac and ball field only. Cars and trailers maynot be parked on any of the common Westways roadways, nor at the Rec Hall, FivesCourt or playground at the South Beach. You may briefly park on common roads tounload luggage, groceries, etc., or at the South Beach to launch a boat or unload beachequipment. Then you must park your car in your driveway, or at the cul-de-sac justabove the road to the South Beach. Parking at the South Beach is allowed, as needed,only for those who are physically challenged.O. When accessing the beach and docks, use the established paths.P. Towels, personally owned chairs, toys, and other beach equipment must be removedfrom common areas at day’s end. Westways-owned chairs, tables and equipment arenot to be relocated and are to remain available to all. There is no “reserving” beachchairs or tables. Should you find that you have used a chair or table for an extendedperiod of time, please voluntarily remove your belongings so others may enjoy it, too.Q. All boathouse storage areas are for the use of all Westways owners equally.R. All boats and/or watercraft, as well as any personal gear or equipment, must beremoved from the docks by no later than Columbus Day in order to permit thedocks to be pulled for the season. IV. Rec HallA. Hours of use are 9:00am to 9:00pm.B. The door lock combination is: push 5 and release, then push 2 and release, then turn theknob.C. Children under age 12 are not permitted without adult supervision.D. A lending library is located in the back room. You may temporarily remove a book toread from the Westways collection on the condition that you return it when you'rethrough or prior to your departure from Westways. If you have an interesting, wellcared-for book that you would like to donate, please feel free to do so as well.E. No fires are permitted in the Rec Hall fireplace.F. Make sure the lights are off and the door is locked when you leave. Also, please returnpool cues to the wall rack, re-set bowling pins as a courtesy for the next bowler andremove all trash and belongings.V. Tennis CourtA. Hours of use are 9:00am to dusk.B. Sign up daily 8:00am to 9:00am. Sign-up must be in the name of owner.C. Each owner/renter/guest may sign up for only one time slot for the day. If at 9:00amthere are unfilled time slots, you may sign up for one additional slot.D. Maximum time per slot is 1.5 hours. If you are more than 10 minutes late, you maylose your slot.E. At the end of play, and within your time slot, you must brush the court and sweep thelines as a courtesy to the next player.F. The court surface is for tennis playing only.G. Play is not permitted when the surface is wet, as this damages the surface.H. Appropriate tennis shoes are required.I. Children under age 12 are not permitted without adult supervision.J. Pets are not permitted on the court.VI. Hobby Hut & Fives CourtA. The Hobby Hut door lock combination is: push 2 & 4 together and release, then push 3and release, then turn the knob. The Fives Court has no lock.B. Children under age 12 are not permitted without adult supervision.C. Please keep the area clean and neat and remove all personal belongings and trash. VII. Additional Regulations for RentersThe following additional rules apply to renters onlyA. Renters may not have a party in the Rec Hall, unless hosted by an owner.B. Renters may not use the screened porch above the central boat house which is reservedstrictly for owners, unless accompanied by an owner.C. There is a limit of one powerboat per renting household (including any guests) allowedto be kept on Westways common property, moorings or docks. Renters must dock theirboat at the owner’s assigned dock only. For additional rules related to the use of theWaterfront and the docks, please see the Waterfront rules above.D. Due to excessive erosion and the threat of Milfoil and invasive plant infestation, theWestways boat ramp at the South Beach is restricted to owners only. Guests andrenters must use the public boat ramp at The Narrows to launch their boats, where aMilfoil inspection can take place.
