VUE is a tool for creating concepts maps. The software is free and opensource, and can be downloaded from here: VUE - Download (tufts.edu)
The major functionality that this software provides is in terms of the creation of the nodes and the links. The nodes are basically the geometrical shapes in which the concept text can be written, these nodes can be connected through linkages which can also be named.
VUE also proves options for customization through which one can change the visual properties of the diagrams, such as shapes, color, etc.
