Would You Take a Bath in This?

I live near this shopping center. Whenever there is heavy rainfall, it is safe to expect the presence of this massive puddle. In the center of the puddle, there is a large circular drain. I guess there was a miscalculation when engineering the drainage system for this parking lot? The longer the puddle sits there, the number of dirty tires driven through it highly increases. These dirty tires will leave behind all sorts of pollutants. This water will eventually drain, far more polluted than it should have been.
