Executive Summary 

Shepherd's Transformation Mansions Communities (STMC) is a visionary organization committed to creating mixed-use, income-scattered communities that promote safe and accessible living environments. With a focus on providing on-site, optional

transformational self-sustainability wraparound trauma-informed supportive services, STMC aims to contribute to healthier living environments and foster economic equality to build generational wealth.


STMC was founded by Tracy Jones, a former African American homeless veteran, who has experienced firsthand the challenges faced by marginalized communities within the existing support systems. Tracy's personal journey has ignited her passion to bridge the gaps in services for veterans, the elderly, and individuals leaving the foster care system.


The first program under STMC will be dedicated to serving veterans and the elderly, recognizing the pressing need for affordable housing solutions in Richland County.

Currently, a substantial number of elderly residents in owner-occupied housing experience a cost burden, spending more than 30 percent of their gross household income on housing costs. Moreover, elderly residents make up a higher proportion of households facing this burden compared to the overall population.


Through collaboration with stakeholders, STMC aims to address the specific needs of elderly renters, with a focus on providing affordable one-bedroom units. The scarcity of such units, combined with low turnover rates in senior housing complexes, has made it challenging for elderly individuals to find suitable and affordable housing options.


STMC intends to create mixed-use communities that are walkable, safe, and easily accessible to transportation, promoting a high quality of life for its residents. By

incorporating trauma-informed care and wraparound services, STMC will provide comprehensive support to individuals and families, promoting personal growth, self-sustainability, and overall well-being.


The transformative approach of STMC aims to break the cycle of homelessness, poverty, and generational trauma. By providing a range of supportive services and opportunities for personal growth, STMC seeks to empower individuals and families, paving the way for economic equality and long-term stability.
