In 2010, the Department of Education (DepEd) institutionalized the Supreme Pupil Government (SPG) and Supreme Student Government (SSG) through DepEd Order No. 84, s. 2010, also known as the “One School, One Supreme Pupil/Student Government Policy.” This marked the official standardization of student leadership structures in both elementary and secondary schools across the country, ensuring that each school would have one unified governing body of learners. Four years later, in 2014, DepEd strengthened this framework by releasing DepEd Order No. 47, s. 2014, which introduced the Constitution and By-Laws of the SPG and SSG. This provided a clear set of rules, organizational structures, and election guidelines to promote good governance, leadership, and civic engagement among Filipino learners.
In 2023, DepEd introduced a significant reform through the Interim Guidelines of the Learner Government Program (LGP) for School Year 2023–2024, which officially transitioned the names SPG and SSG to Supreme Elementary Learner Government (SELG) and Supreme Secondary Learner Government (SSLG), respectively. This renaming symbolized a more inclusive, learner-centered approach that aligned with the Department’s goal of empowering all learners to participate actively in school governance and nation-building.
