What is a Testimony?

At the Hawaii State Legislature, "testimony" is a written position statement by an interested member of the public regarding a specific legislative bill or resolution.

Remember when writing testimony that you are writing for the ears as well as the eyes. You are preparing a statement for you to read. However, if you are unable to attend the hearing, it will be circulated for committee members to read.

What are the Parts of a Testimony?

A testimony should have the following parts:

• Heading - The heading should include the Bill Number and Title.
• Salutation - The salutations should address the Chair and Vice Chair and members of the Committee.
• Opening Position Statement - Are you speaking in favor, against, or in favor "with reservations/concerns"?
• Supportive Facts - In most cases, facts are more important than mere opinion in determining which legislation moves forward. If you can provide the committee with information and research, this will be highly regarded and appreciated.
• Closing Statement - Tie everything together in your conclusion, remembering to re-sate your position.
