Step 1: Go to Capitol.hawaii.gov

Step 2: Click on REGISTER on the top right of the page. Complete the registration form (as seen below).

Step 3: PRESTO! Your account has been created. You can now submit testimony for bills as the time approaches, click on hearing notifications to receive emails of when a bill will be heard, and do measure tracking, which allows you to specifically follow individual bills and its' progress through session.
