SRBS STUDENTS COUNCIL BYLAWS
A forum dedicated to representing the student body and fostering a working relationship between students, faculty, and the administration of SRBS. The SRBS Student Council is also responsible for planning several School functions/events each year.
Our goal is to bring the student body's voice to the leadership team of SRBS, and we need all of the Students’ cooperation to make this happen.
Bylaws for Students Council
The name of this forum shall be SRBS Students Council.
PURPOSE OF FORUM: The purpose of this forum will be:
Organize special events/functions that promote School spirit;
Organize activities and support the School’s environment that promotes high academic standards;
Work with fellow students; faculties; staff and administration to make SRBS VMRF meet the requirements of SRBS in particular to the university.
MEMBERSHIP IN THE STUDENTS COUNCIL
Article I. Officers.
The Officers of the SRBS Students Council shall be President; Vice President; General Secretary; Cultural Secretary; Sports Secretary; Treasurer; Reporter.
Article II. Duties of Officers.
President – only PG Students can contest:
Shall preside over meetings;
Shall prepare a written agenda for all regular Student Council meetings:
Shall preside at assemblies;
Coordinate activities in conjunction with Faculty Coordinators;
To assist in the planning, set up, and clean-up of all Students Council events;
Shall be the official representative for the student body of SRBS; and
Shall vote at meetings only in case of a tie.
Vice President – only PG Student can contest:
Keep Rules of Order;
Fulfill duties of President/any officer in his/her absence;
To assist in the planning, and set up of all Students Council events;
Shall act as the official host for Students Council visitors; and
Shall assume Presidency in case of a vacancy.
General Secretary – only 3rd year UG Students can contest:
Records minutes at all meetings;
Publishes and distributes minutes at subsequent meetings;
Takes and keeps the official record of meeting attendance;
Keeps a record of minutes formulated by Sports and Cultural Secretaries;
To assist in the planning, and set-up of all Student Council events;
Turns over a copy of the minutes for publication in the Student Council File; and
Reads all incoming correspondence and at the direction of the Students Council Coordinator corresponding with other Persons/Organizations.
Cultural Secretary – only 3rd year UG Students can contest:
Keeps a record of minutes on Cultural events;
To assist in the planning, and set-up of all Cultural events;
Turns over a copy of the minutes for publication in the Student Council File; and
Reads all incoming correspondence and at the direction of the Cultural Coordinator corresponding with other Persons/Organizations.
Sports Secretary – only 3rd year UG Students can contest:
Keeps a record of minutes on Sports events;
To assist in the planning, and set-up of all Sports events;
Turns over a copy of the minutes for publication in the Student Council File; and
Reads all incoming correspondence and at the direction of the Sports Coordinator corresponding with other Persons/Organizations.
Treasurer – only 2nd year UG Students can contest:
Shall keep a record of all financial transactions made by the Student Council;
To assist in the planning, and set-up of all Student Council events; and
Shall provide a written report of all transactions at the Meeting to become an official part of the meeting’s Minutes.
Reporter – only 2nd year UG Students can contest:
Shall keep files related to all Student Council activities including photographs, newspaper articles, flyers, etc.
To assist in the planning, and set-up of all Student Council events; and
Shall take photographs and videography at all official functions sponsored by the Student Council.
Note* a 1st-year UG Student can only be a member of the Student Council and can become eligible to serve as office bearer only from 2nd-year onwards.
Article III. Council
The Students Council shall consist of the elected officers, Class Representatives, Director, the Student Council Coordinator, and the Sports & Cultural Coordinator.
Article IV. Officer Election
Elections for SRBS Students Council officers shall be held annually based on the Lyngdoh Committee of UGC
Each potential candidate must fill out a nomination form, get signed by the Director, and submit it to the Student Council Coordinator within the designated time.
Campaigning shall be permitted for the week leading up to Election Day. All campaign materials must be first approved by the Director. Negative campaigning or unapproved campaign materials will result in the disqualification of the offending candidate for office.
A secret ballot election will be held online or offline. An Election committee nominated by the Director will monitor the election process. The election committee will announce the results at the end of the Election. Ties will result in a run-off election.
Article V. Eligibility for Office
All candidates for office must represent the SRBS community’s commitment to high standards of decorum; respect for ethnic, cultural, and racial diversity, and respect for the local authority at all times. A student with no arrears in his /her previous academic year is eligible to contest for election (Lyngdoh Committee by UGC).
Article VI. Student Council Standards
All elected members of SRBS Students Council shall:
Meet and Maintain eligibility requirements during the term of office;
Serve as model representatives of the SRBS community;
Attend all Student Council meetings unless they interfere with academics (ie., tests, tutorial classes) in which case the officer must notify the Student Council Coordinator in writing before the meeting; and
Fulfill all responsibilities faithfully and impartially with integrity.
Article VII. Removal from Office:
Student Council members may be removed from the organization for neglect of duties or failure to maintain Students Council Standards as defined in Article VI.
Neglect of Duties.
If a member neglects their Students Council responsibilities; the Students Council Coordinator will initially address the matter with the member and document the meeting in writing with a copy to Director;
When the above procedures have been followed and if the problem continues the member will be removed from the Students Council after the individual has been informed in writing.
Students Council Standards.
If a student fails to maintain Student Council Standards he/she will be removed from Student Council and a written letter forwarded to him or her explaining removal from office;
The Candidate may appeal a removal by requesting a meeting with the Faculty Coordinators and Director.
Article VIII: Students Council Meeting
One meeting of the Students Council officers shall be held the 1st week of each month.
The Students Council has only delegated powers. The Director and Students Council Coordinator retains the power of decision. The Director’s decisions are final. The meeting's main entities are the Students Council Coordinator, Sports and Cultural Coordinator, President, General Secretary, Cultural Secretary, Sports Secretary, and Treasurer. The meeting can be canceled or postponed if any of these members are unavailable. In the absence of the President, the Vice President shall be assumed.
Article VIII: Veto Power
Because the powers of the student council are delegated to it by the Director, he/she shall have the right to veto any measure the student council may pass.
Article IX: Students Council Fundraising
Any monies raised by the Students Council during a school year will be earmarked for specific purposes before the last day of that year. Usage of Student Council funds must be authorized by both the Students Council Coordinator and the Director in writing before collecting money or spending.
Article X: Events Organizing Committee
Any events can be organized by an Event Organizing Committee which consists of 3 to 4 members of Event Coordinators who are not the office bearers of the Students Council. And They may approach the Coordinator, through the Student council to conduct the event of their own will. Event Coordinators will be decided by the Students Council Coordinator and Director.
